Electrosurgical Generator and Accessories Product Line VA-119-17-N-0402 Request For Information/Sources Sought Notice Introduction: The Department of Veterans Affairs Office of Acquisition Operations (OAO) Strategic Acquisition Center (SAC) on behalf of the Veterans Health Administration (VHA) is issuing this Request for Information (RFI) to determine the availability and technical capabilities of qualified sources. This notice is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this notice that is marked as proprietary will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this Request for Information (RFI). This sources sought notice is for market research purposes in accordance with the Federal Acquisition Regulation (FAR) Part 10. It does not constitute a solicitation and is not to be considered as a commitment by the Government. This sources sought notice is a Request for Information (RFI) before the release of any resultant solicitation. This is not a request for a proposal and does not guarantee the release of any solicitation. Description: The Veterans Health Administration (VHA) Non-Expendable Equipment National Program has identified NX EQ Electrosurgical Generator and Accessories as a candidate equipment category (Product Line) for a VA-wide (otherwise referred to as national ) contract that offers total life cycle management. NX EQ Electrosurgical Generator and Accessories is a full-featured electrosurgical system that provides electrosurgical cutting, coagulation, blended cuts, desiccation and fulguration of tissues, argon gas assisted with coagulation, and provides vessel sealing and hemostasis in one device. Also, it contains bipolar functionality and vessel sealing in a single generator. Historically, each individual medical facility and/or Veterans Affairs Integrated Service Network (VISN) procured these commodities independently using purchase orders or orders against the VHA Federal Supply Schedule. This market research contemplates a national contract for the standardization of the NX EQ Electrosurgical Generator and Accessories to not only improve access to care, maintain patient safety and streamline the administrative process, but also gain savings associated with leveraged quantity purchases as well. The applicable North American Industry Classification System (NAICS) code is 334510, Electromedical and Electrotherapeutic Apparatus Manufacturing. The applicable GSA Federal Supply Schedule 65 II A, under Special Items Number (SIN) A-41, Electrosurgical Apparatus. RFI Submission Instructions: Companies are encouraged to respond if they have the capability and capacity to provide the Electrosurgical Generator and Accessories. However, be advised that generic capability statements are not sufficient for effective analysis of respondents' capacity and capability to provide the required product. Submissions are due no later than July 13, 2017 by 3:00 PM Eastern Standard Time. SC 2 Must provide bipolar and monopolar outputs. SC 3 Must have a hospital grade plug with the power cord and a minimum cord length of 8 feet. SC 4 Must meet ANSI/AAMI/IEC 60601-2-2:2009 (Medical electrical equipment - Part 2-2: Particular requirements for the basic safety and essential performance of high frequency surgical accessories). SC 5 Must have ability to export or download the self-test results and diagnostic error log. SC 6 Must display continuous visual and audible monitors of the return electrode pad connection and hand-piece connectivity and energy delivered display. Must alert if return electrode pad loses safe patient contact. SC 7 Must be able to mount to a surgical boom or a standalone cart. SC 8 Must have at a minimum, a 1 year industry standard warranty to include parts and labor. Warranty active from the date of acceptance by facility. SC 9 Generator case must have a solid top, non-absorbing and non-staining. SC 10 Generator case must be able to be cleaned using hospital grade cleaning solutions. Vendor must provide manufacturer cleaning guidelines. SC 11 The generator must have a digital display that shows mode of operation including; cut, coagulation, vessel sealing and blend. SC 12 Medical device shall be U.S. Food and Drug Administration (FDA) cleared for intended use. Must provide certification or certification number. SC 13 Must meet ANSI/AAMI/IEC 60601-2-2:2009 (Medical electrical equipment - Part 2-2: Particular requirements for the basic safety and essential performance of high frequency surgical accessories). SC 14 Argon gas capability must be available for purchase. (Surgery equipment and high frequency surgical accessories). Electro Surgical Cart: SC 1 Cart shall be specifically designed to be compatible with electrosurgical generator to allow for safely securing generator to the cart. SC 2 Cart must have locking wheels with swivel capabilities. SC 3 Cart must be rust resistant. SC 4 Cart must have an area for storage. SC 5 Cart must be able to be cleaned using hospital grade cleaning solutions. Vendor must provide manufacturer cleaning guidelines. Electro Surgical Foot Pedal: SC 1 Must have a non-corrosive monopolar foot pedal. Must have a separation between coagulate and cut mode pedals. SC 2 Must have a non-corrosive bipolar foot pedal. SC 3 Foot Pedal cords must be a minimum of 8 foot length or utilized approved wireless technology. Adaptor: SC 1 Instrument adapters must be available for electrosurgical accessories. Biomedical Training: SC 1 Technical training shall include complete information on maintenance and repair of the system. SC 2 Vendor must incur tuition costs for service and maintenance technical three day training for up to two Biomedical Engineer staff per facility. SC 3 Two (2) Service and Two (2) Operators manuals must be provided for each electrosurgical unit. (1 copy for Biomedical engineering department and 1 copy for the using department) or electronic manuals. User Training: SC 1 Initial On-site User Training shall include information on how to operate and clean the equipment safely and effectively.
