- 1. CONTRACT INFORMATION: This contract for A-E Geological and Geotechnical Engineering services is procured in accordance with PL 92-582 (Brooks A-E Act) and FAR Subpart 36.6. The Walla Walla District will award up to one (1) indefinite delivery contract for Architect-Engineer (A-E) Geological and Geotechnical Engineering services not to exceed $10 million for the life of contract, consisting of a base period of one (1) year and four (4) option periods not to exceed one (1) year each using FAR Clauses 52.217-8 and 52.217-9. The North American Industry Classification System (NAICS) code for this procurement is 541330 - Engineering Services and the corresponding small business size standard is $15 million in average annual receipts for the preceding three (3) fiscal years. This announcement is issued on an Unrestricted Basis and is open to all businesses regardless of size. Large businesses must comply with FAR 52.219-9 for a subcontracting plan on any portion of work to be subcontracted. Walla Walla District overall small business goals for 2017 are: (1) 41.50% small business (SB) firms, (2) 10.00% small disadvantaged business (SDB) firms; (3) 7.5% woman owned small business (WOSB) firms; (4) 3.0% service disabled veteran-owned small business (SDVOSB) firms; and (5) 3.0% historically underutilized business zone small business (HUBZone) firms. A subcontracting plan is not required with the initial submittal, but will be required with the contractor's Service/Supply Rate Schedule proposal if the firm is selected for negotiations. The wages and benefits of service employees (FAR 22.10) performing under these contracts must be at least equal to those determined by the Department of Labor under the Service Contract Act. To be eligible for contract award, firms must be registered in the System for Award Management (SAM). PROJECT INFORMATION: A-E geological and geotechnical engineering services are primarily required in support of civil works water resources infrastructure for Portland and Walla Walla District projects located primarily within the States of Washington, Oregon, Idaho, and Wyoming; however, this contract may be used to support all types of work for any Northwestern Division U.S. Army Corps of Engineers (USACE) District. Those other districts are Seattle, Omaha and Kansas City, which include the Missouri and Columbia River basins and their tributaries. Services required include, but not limited to, the following: a. Field investigations including geophysical explorations; groundwater and water well investigations; landslide investigations; drilling, sampling, and logging of soils and rocks from land and over water; in-situ testing; and investigations of materials sources. b. Laboratory testing to determine soil and rock properties, using standard methods at USACE validated laboratories. c. Design and installation of instrumentation including piezometers, monitoring wells, and inclinometers. d. Site characterization including geologic mapping, subsurface interpretations, evaluation of soil and rock conditions and properties, and groundwater conditions. e. Design of features to support construction activities, such as excavations, dewatering, and temporary retaining structures. f. Analysis and design for seepage, slope stability, shallow and deep foundations, retaining walls, embankments, dewatering, excavations, dredging, and ground improvement. g. Analysis and design of rock masses including blasting, rock supports, rock slopes, rock foundations for structures, tunnels in rock, and foundation grouting. h. Seismic analysis and design including ground motion studies, seismic analysis of existing structures, and seismic design of new structures. i. Consulting on the analysis, design, and construction of roller-compacted concrete structures. j. Preparation of documents including geotechnical data reports, analysis reports, design documentation reports, plans and specifications, and post-construction reports. k. Engineering during construction, inspection services, and submittal review and recommendations. 3. SELECTION CRITERIA: The A-E selection will be conducted in accordance with the announced selection criteria, and in compliance with FAR Subpart 36.6, its supplements and Engineer Pamphlet 715-1-7. The criteria for evaluation and selection are listed below in descending order of importance (first by major criterion and then by each sub-criterion). Criteria 3A through 3E are primary. Criteria 3F through 3H are secondary and used as "tie-breakers" for technically equal rated firms; therefore firms should not commingle submission of data related to those criteria with the primary criterion. A. Specialized Experience and Technical Competence of the firm and sub consultants in the areas listed in paragraph 2 above. Only experience that is ongoing or was completed in the last 10 years should be included in the submittal. Firms shall provide examples of not more than ten (10) projects performed by either the prime A-E firm or a key subcontractor demonstrating their experience in performing the types of services in paragraph 2(a)-(k) above as it relates to the Project Information described. B. Professional Qualifications. The selected firm must have the professional qualifications necessary for satisfactory performance of required services listed in the Project Information. The evaluation will consider education, registration, technical certification, training, and longevity of relevant experience. The following disciplines with specific requirements will be evaluated: • Geotechnical Engineers • Geologists • Geophysicists (note: registration not required) • Earthquake Engineer • Civil Engineer with roller compacted concrete experience. C. Past Performance. Relevant Past Performance will be evaluated on contracts with Government agencies and private industry over the past six (6) years. The Government will review a firm's past performance in terms of cost control, quality of work and compliance with performance schedules. Evaluations will be pulled from Department of Defense (DoD) Past Performance Information Retrieval System (PPIRS) based on the DUNS number for the prime and any subcontractors. Firms may also include any ratings, letters of appreciation, awards, etc., as well as any other past performance information to document private industry performance or work as a subcontractor for Government agencies. D. Knowledge of the Locality. Familiarity with geotechnical and geologic conditions within the boundaries of the Portland and Walla Walla District areas of responsibility. E. Capacity to Accomplish the Work. Demonstrate capacity to accomplish at least three (3) $150,000 individual task orders simultaneously. The evaluation will consider the availability of an adequate number of personnel in the key disciplines and equipment availability. Secondary Criteria: F. Extent of participation of SB, SDBs, WOSBs, HUBZones, SDVOSBs and historically black colleges and universities, and minority institutions in the proposed contract team, measured as a percentage of the total estimated effort. Indicate the estimated percentage involvement of each SB and SDB firm on the team. G. Geographic Proximity to the primary assignment area of the states of Washington, Oregon and Idaho. H. Volume of Department of Defense (DoD) contract awards in the last 12 months, with the objective of effecting an equitable distribution of DoD A-E contracts among qualified firms. 4. INQUIRIES: All inquiries regarding this synopsis are to be submitted via Bidder Inquiry. Telephone and email inquiries will not be accepted. Bidder Inquiry is a web-site that allows firms to post questions regarding the synopsis/solicitation and view all questions by other firms and responses by USACE. A firm who submits a comment /question will receive an acknowledgement of the comment/question via email. Another email to the same address will notify the prospective vendor once the reply is available for viewing. TIMING OF BIDDER INQUIRIES: Firms are encouraged to submit their inquiries promptly. The Government will make every effort to answer all inquiries; however, the closer to the bid / proposal / offer due date an inquiry is received, the less likely it is that a timely response can be provided. SUBMISSION REQUIREMENTS: Interested firms having the capabilities to perform this work must submit two (2) hardcopies of Standard Form (SF) 330, Architect-Engineer Qualifications, Parts I and II for the prime and all subcontractors, along with an electronic copy (CD-ROM). The SF 330 should be complete and specifically address the requirements of this announcement. Address all Selection Criteria in descending order of importance, as defined in the Selection Criteria section of this announcement, in SF 330, Section H. Submit completed SF330 to U.S. Army Corps of Engineers, Walla Walla District, Contracting Division, 201 North Third Street, Walla Walla WA 99362-1876, Attn: Elaine Vandiver, not later than the close of business 2:00 PM Pacific Time on July 28, 2017.
