- This is a notice of intent to award as a sole source BPA to International Bonded Couriers (IBC). This procurement will include the procurement of courier services that includes the pick up and delivery of mail and packages from a dedicated post office box located in the US and furnished by the courier. This proposed contract action is for a service for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals; however, all proposals received by the closing date and time will be considered. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any company who believes that they can provide the required service should e-mail their company's capability information along with pricing to the attention of David Banks no later than 3:00p.m. EST, July 5, 2017 at david.m.banks@dhs.gov. Only e-mail responses shall be accepted. The following sole source justification is provided: International Bonded Couriers (IBC) provides mail service (inbound/outbound) of both flat mail and packages for CBP employees assigned to CBP Aruba preclearance. CBP Aruba has an established PO Box mailing address in Miami, where employees can have all their mail sent to that Box (PO Box is provided by the Courier). Other express consignment couriers have not been able to provide this for us. IBC transports this mail door to door without utilizing a third party. They ensure all mail received is processed through Aruba Customs without a fee and are expedited right on grounds. Other couriers have indicated they would require a formal entry for processing and add a fee for such services. IBC provides an itemized bill for each employee who exceeds their allotted weight limit during the month. This allows for funds to be deducted from monthly invoices and separate billing to the specific individual.
