Description
This is a design/build project. The Government will furnish a set of design intent documents (DID) indicating required project elements, locations and requirements. Final layout and design to be completed by a Civil Engineer licensed to practice in the state of Arkansas. The required work includes: 1) Asphalt Overlays 2) Road design/build to mitigate subsurface drainage issues 3) Visitor Center Parking Lot Design/Build. Elements include vehicular traffic routes and parking, pedestrian travel routes, accessibility, bike racks, bus parking and drop-off area, lighting, storm water drainage, earthwork, grading, landscaping and signage. 4) Visitor Center Entrance Plaza Design/Build. Elements include pedestrian pathways, sitting areas, outdoor playscapes, trash/recycle receptacles, lighting, drainage, grading, landscaping and signage. The selection process will be based on best-value to the Government with contractor qualifications and technical proposal being significantly more important than price. Qualifications: experience in design and construction of the elements by key personnel (Civil Engineering, Landscape Architect, Electrical, Project Manager, Site Superintendent). Safety record as indicated by the contractor's Experience Modification Rate (EMR), and financial stability. The technical proposal will detail the contractor's approach to safely implementing the work while minimizing the impact to the operations of the facility. All work shall be performed at the Blanchard Springs Caverns Recreation Area on the Ozark-St. Francis National Forest in Fifty-Six, Arkansas. This project is being advertised as a total small business set-aside and as such is open to all qualified small businesses. The primary North American Industry Classification System (NAICS) code is 237310 and the small business size standard is $36.5 million. The solicitation for this project will be available only through the Federal Business Opportunities website www.fbo.gov. All questions pertaining to this solicitation must be submitted in writing to Jay Tobin at jtobin@fs.fed.us. All Offerors shall be registered at the System for Award Management ( www.sam.gov ). Offerors must respond to all instructions in the solicitation to be considered responsive. Offerors that fail to meet these criteria may not be considered for award. The statement of magnitude for this project is between $500,000 and $1,000,000. Payment and performance bonds will be required. A pre-proposal conference is planned for 10:30 am on July 20, 2017 at the Blanchard Springs Caverns Visitor Center. The anticipated date for issuance of the solicitation is on or about July 13, 2017. The actual due date will be identified on the solicitation.
