- This notice satisfies the requirement at FAR part 5.2 and constitutes the Government's Notice of Intent to increase the ceiling and extend the ordering period of Contract Number W911SE-11-D-2010 on a non-competitive basis. The action will be accomplished per 10 U.S.C. 2304(c)(1), FAR 6.302-1(a)(2)(iii)-Only One Responsible Source and No Other Supplies or Services will s atisfy Agency Requirements. Army Contracting Command, Orlando (ACC-ORL) intends to increase the ceiling and extend the term of the current Task Order W911SE-11-D-2010-1Q01 with Northrop Grumman Technical Services Inc., 2411 Dulles Corner Park, Suite 800, Herndon VA 20171, on a sole source basis in support of the III Corps Mission Training Complex Task Order (NAICS: 541330, Engineering Services) on or about September 23, 2017. The estimated amount of the ceiling increase is $18M from $157.3M to $175.3M. The contract ordering period will be extended by a total of 6 months. The period of performance on Task Order W911SE-11-D-2010-1Q01 ends on September 22, 2017. This proposed action is an extension strategy to ensure continuity of services during the planned award of the Mission Training Complex Capabilities Support (MTCCS) base Indefinite Delivery/Indefinite Quantity Contracts, and the subsequent Task Order Competition for the III Corps Mission Training Complex. The MTCCS Base IDIQ contracts are planned for an early 4 th Quarter FY2017 award, with the III Corps Task Order Competition to be conducted in early 1 st Quarter FY2018, with award and Phase In taking place 2 nd Quarter FY2018. The 6-month extension is expected to be awarded to Northrop Grumman Technical Services Inc. under FAR 6.302-1 since it is likely that award to any other source would result in (A) substantial duplication of cost to the government that is not expected to be recovered through competition, and (B) unacceptable delays in fulfilling the agency's requirements. The work to be performed, with the ceiling increase and contract extension, is within scope of the current Task Order to support the III Corps Mission Training Complexes (MTC) mission. The scope includes technical support and training, facilities management functions, operational activities, and logistical activities. The Contractor and designated spoke sites MTCs at Forts Carson, Riley, Bliss and Sill to include Live, Virtual, Constructive and Gaming environments in order to train Soldiers, leaders and military units. Contractor provides support to include individual through collective MC training, support to mission rehearsal exercises, staff planning, leader training/development, live simulations, virtual simulations, constructive simulations, Gaming-based simulations, database preparation and maintenance; scenario creation; Contractor controller training and functions; exercise controller training; simulations/simulators operation; installation and maintenance of communications lines, circuits, and equipment, network and system administration on simulations network, NIPR and SIPR Local Area Networks (LAN), functional area research; facilities support, event scheduling, security and organizational support (including records keeping, usage reporting, SOP updates, etc.) and access control. Work performed under this task order will primarily be at Fort Hood, TX; Fort Carson, CO; Fort Riley, KS; Fort Bliss, TX; and Fort Sill, OK. Training may occur at other sites on a temporary basis, in both CONUS and OCONUS locations, as required to support mission requirements. Any response to this notice must include a capability statement, proposal, or quotation for agency consideration which clearly and convincingly demonstrates the ability to execute the above support services on a short-term, short notice basis, with little or no phase-in period, over an estimated 6 month period. Further, responses must provide information showing that competition of this action would not result in substantial duplication of cost to the Government while the planned follow-on contracts are concurrently competed and awarded. Responses must be received no later than the 15th day after this notice is posted, submitted electronically to ACC-ORL; ATTN: Delta Division - John M. Shaffer, john.m.shaffer.civ@mail.mil. This posting is not considered a request for bid, quote or proposal and should not be construed as such. No solicitation document is available and telephone requests for information, technical or otherwise, will not be honored. No contract will be awarded on the basis of responses received. Responses will not be disclosed outside the agency and will be used by ACC-ORL to determine if a short-term competitive action would eliminate any substantial duplication of costs while providing needed services at short notice with little or no phase-in period. A determination by the Government not to compete this proposed action on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. ACC-ORL will NOT be responsible for any costs incurred by interested parties in response to this posting.
