- THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE ORDER AND NOT A REQUEST FOR QUOTATIONS. This contract action is for the acquisition of supplies for which the Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b). The National Institute of Environmental Health Sciences (NIEHS), Office of Acquisitions (OA) intends to award a single source purchase order to LKC Technologies Inc, 2 Professional Drive, Suite 222, Gaithersburg, MD 20879, for the purchase of a UTAS Bigshot Visual Diagnostic Testing System. Item No. Description Qty. 0001 Part No. UTAS BS which includes the following: 1 Ea. Simulator, Computer, Data Acquisition, Software, Electrodes Supplies and Warranty. 0002 Part No. Instr_tr: 2-day onsite installation and training. 1 Ea. 0003 Part No. 95-048 - 2 Channel Animal Manipulator. 1 Ea. 0004 Part No. 92-071 - Animal Temperature Controller. 1 Ea. 0005 Part No. 95-033M - Mouse ERG Electrode. 1 Ea. 0006 Part No. BShot_UV - UV Option for UTAS Bigshot 1 Ea. UV (365nm) Stimulator - Provides Flash, Double Flash, On/Off Flash and Adapting Background. The UTAS BigShot Visual Electrophysiology system offers a unique set of testing capabilities and protocols that are not available on any other commercially available system. The BigShot color LED ganzfeld stimulator will help NIEHS to perform ERG's including on-off, double flash, photonic negative response, scotopic threshold response, and s-cone ERG's. It is suitable for use with small to medium sized animals. The evaluate retinal function in nice to monitor disease progression and assess retinal toxicity with various drugs. This will be done using Electroretinogram (ERG) which provides important diagnostic information on variety of retinal disorders including congenital night blindness, and cancer-associated retinopathy. The instrument will be housed in CMB space to return rodents to their cages after analysis. ERG measurements are standard in the field of ophthalmology. The applicable North American Industry Classification System (NAICS) code for this acquisition is 334516 "Analytical Laboratory Instrument Manufacturing and a size standard of 1000. NIEHS will solicit and negotiate directly with LKC Technologies, Inc. and no solicitation will be issued. This notice of intent is not a request for competitive proposals or quotations; however, all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. Interested parties must express their interest and must be submitted in writing via email to shields3@niehs.nih.gov within eight (8) days after the date of publication of this notice. No faxed documents will be accepted. If no responsive statements are received within eight (8) days, an award will be made to LKC Technologies Inc.
