Description
The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with the University of San Diego, for the acquisition of a Sky Camera System, to be used by the Smart Grid and Cyber Physical Systems Program, Office of the Engineering Laboratory (EL) at NIST, Gaithersburg, MD campus. ***** Sole source determination is based on the need for a Sky Camera System to be used for a research project in the Smart Grid Interoperability Testbed which characterizes the uncertainty introduced to the distribution grid by the integration of distributed energy resources (DER). This work is intended to advance understanding of grid dynamics and includes identifying instrumentation equipment for installation on various NIST DER and within the laboratory to acquire operational and performance data. The Sky Camera System is compatible with algorithms and research methods published in academia and has been used as the reference hardware for many of these algorithms. Using the camera, thus, will allow NIST to compare our results against other National Metrology Institutes and PV researchers directly. The University of Sand Diego is the only known vendor capable in providing the required camera system. The Sky Camera's unique characteristics are as follows: Optical and Imaging Specifications Spatial Resolution: 1748 × 1748 pixels (3.1 MP) Angular Resolution: 0.100° (zenith) to 0.135° (horizon) Radiometric Resolution: 0.023 W/m2 st. Radiometric Uncertainty: 95% confidence bound Dynamic Range: 80.7 dB Lens Projection: equisolid angle *****The North American Industry Classification System (NAICS) code for this acquisition is 334516- Analytical Laboratory Instruments. ****** A determination by the Government whether to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. *****Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Any questions regarding this notice must be submitted in writing via email to Prateema Carvajal at prateema.carvajal@nist.gov. All responses to this notice of intent must be submitted so that they are received at Prateema.carvajal@nist.gov no later than July 10, 2017 at 8:00 AM Eastern Time.
