Description
This is a notice of intent to award an Other than Full and Open Competition, Firm-Fixed Price contract under the authority of 41 U.S.C. 3304(a)(1) pursuant to the Federal Acquisition Regulation (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements, to Save That Stuff, Inc., located at 200 Terminal St., Boston, MA 02129. The General Services Administration (GSA) has a requirement for Single Stream Recycling, Trash, and Compost Hauling Services at five (5) federal buildings in Boston, MA starting on July 1st, 2017. The five buildings being serviced are the Thomas P. O'Neill Federal Building, John F. Kennedy Federal Building, Williams Coast Guard Building, John W. McCormack Federal Building, and John J. Moakley Courthouse. Save That Stuff is the current contractor providing these services on a competitively awarded contract. GSA had competitively solicited the requirement to continue these services but had to cancel the solicitation and therefore was unable to award a follow on contract starting on July 1st, 2017. Between all five buildings, in addition to hauling services, Save That Stuff is currently providing: two (2) 30 cubic yard open containers, two (2) 30 cubic yard compactors, thirty-eight (38) 96 gallon carts, five (5) 1 cubic yard tilt truck dumpers, three (3) 1.5 cubic yard tilt truck dumpers, three (3) 2 cubic yard dumpsters, one (1) 20 cubic yard recycling compactor, two (2) 35 cubic yard compactors, and one (1) cardboard baler. Due to the amount of contractor supplied equipment, the effort required in transitioning equipment, and the need for a continuation in service, the Government believes Save That Stuff is the only responsible source and no other services will satisfy agency requirements. An award to Save That Stuff to continue the recycling, trash, and compost hauling services for two months, plus an option for an additional two months, is vital to the continued operation of these five Boston federal buildings, while the GSA re-solicits the follow-on requirement. The NAICS code for this requirement is 562111. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.
