JUSTIFICATION BRAND NAME OR EQUAL ATTACHMENT 0008 ATTACHMENT 0007 ATTACHMENT 0006 ATTACHMENT 0005 ATTACHMENT 0004 ATTACHMENT 0003 ATTACHMENT 0002 ATTACHMENT 0001 C301 OFFEROR REPRESENTATIONS AND CERTIFICATIONS C201 SOLICITATION C101 AGREEMENT SF1442 Request For Proposal Cover Letter DESCRIPTION OF PROPOSED WORK: The work consists of providing specialized data center construction services for the E-Vault in Building 94 at the Denver Federal Center in Lakewood, Colorado. SCOPE OF SERVICES: The U.S. General Services Administration (GSA) is in the Design-Bid-Build process for an E-Vault Data Center facility to provide storage services to other computer facilities for a federal customer. The facility will be designed to experience no scheduled down time and be able to operate without external utilities for specified periods of time. All work shall comply with codes and standards applicable to each type of work through the course of this project. Contractor shall also comply with the requirements of GSA Build Green Standards and the PBS P100. The E-Vault project area consists of 3.25 acres of pre-developed land, and will provide improvements, including an expanded facility with associated parking, utilities, landscaping improvements, and an additional access road. Building 94 is located at One Denver Federal Center, Lakewood, Colorado on the Denver Federal Center (DFC) Campus. The building was built in 1992, is one-story and sits on a concrete slab. Building 94 is approximately 28,000 sq. ft. in size and currently serves as a warehouse - 18,000 sq. ft. is being converted from warehouse space into the E-Vault space. It is constructed of modern steel and CMU and it has no interior walls and wide column spacing. There is a built- in loading dock and outside room for generator, substation and cooling pads. The construction, layout and setbacks of this location make it an ideal candidate from security and life safety standpoints to house the E-Vault. The project shall comply with PBS-P100, Facilities Standards for the Public Buildings Service and the following standards and criteria documents; The Uptime Institute Tier III and/or Telecommunications Infrastructure (TIA-942) Standards for Data Centers. This building has been determined ineligible for nomination to the National Register of Historic Places. Consultation with the State Historic Preservation Office and GSA Center for Historic Buildings is not required as part of this project. The Government will be using a brand name or equal product to fulfill a portion of the fiber optic cable construction requirements through a subcontract for the brand name product under the General Contractor. The requirements call for a subcontract to a Corning Manufacturer Certified Installer with a 25 year warranty. The contract will be a firm fixed price contract for construction services. **ESTIMATE PRICE RANGE: The estimated construction value is more than $10,000,000.00. **NAICS CODE AND TITLE: The North American Industry Classification System (NAICS)code for this procurement will be 236220. T **The Small Business Size Standard is $36.5 million. TYPE OF SET-ASIDE: This procurement is NOT restricted to Small Business. This is a Full and Open competitive procurement open to any interested business. SBA has given approval for this procurement to be solicited as Full and Open and requires a Subcontracting Plan for reaching Small Businesses. SCOPE OF WORK: The A&E professionally prepared Drawings, Specifications and Narratives will be issued to interested contractors upon submission of SENSITIVE BUT UNCLASSIFIED (SBU) document via thumbdrive. LOCATION OF THE WORK: Building 94; Denver Federal Center, Lakewood, Colorado, Jefferson, County. SOLICITATION: Issuance of Solicitation will be on or about: June 29, 2017 Proposals will be due on or about: September 20, 2017 PROCEDURES FOR AWARD: Solicitation: The Government intends to award a contract to the responsible offeror whose proposal represents the best value after evaluation; a trade-off approach will be used. An award will not necessarily be made to the lowest priced offeror. The technical evaluation factors that will be used to determine best value are 1) Technical Approach 2) Past Experience and 3) Past Performance. Factors are not equal in value and are listed in descending order of importance. When combined, the technical criteria are slightly more important than price. The Government intends to evaluate proposals and award a contract without discussions; however, the Government will reserve the right to conduct discussions if deemed necessary. If it is determined that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Government may limit the number of proposals in the competitive range. Contract Award Date: An award of the construction services contract will be on or about November 8, 2017. POST-AWARD: Completion of Contract Performance: Approximately 425 calendar days from the issuance of the Notice To Proceed. Upon GSA's acceptance of the proposal by execution of a contract award, the Contractor becomes contractually bound to provide all supervision, labor, materials and equipment for the negotiated firm fixed price. PLAN AVAILABILITY: The Solicitation will be available for electronic download at no charge from the Federal Business Opportunities website at www.fbo.gov. All documents are subject to SENSITIVE BUT UNCLASSIFIED (SBU) document procedures. The technical drawings, narratives and specifications will be issued on a thumb drive or CD and sent or available for pick up to interested offerors after the solicitation has been posted. In order to obtain these plans, offerors must submit two items: (1) a completed "Request for Sensitive but Unclassified Building Information" form (attached), AND (2) a copy of a valid business license or other documentation granted by the state or local jurisdiction to conduct business. AMENDMENTS TO THE SOLICITATION: It is the offeror's responsibility to monitor FBO site at www.fbo.gov for the release of any amendments. AWARD RESTRICTIONS: N/A SITE VISIT: The site visit will take place on or about Wednesday, July 19, 2017 at Building 94 located at the Denver Federal Center at 6th and Kipling Street in Lakewood, Colorado. A record shall be kept of the identity and affiliation of all offeror's representatives who inspect the site or examine the building. FUNDS AVAILABILITY: Issuance of the solicitation does not warrant that funds are presently available for award of the contract. Award of the contract shall be subject to the availability of appropriated funds, and the Government shall incur no obligation under this solicitation in advance of such time as funds are made available to the Contracting Officer for the purpose of contract award. OPTIONS: Award of initial project will include the roof as an option. Offeror's are instructed to include in its proposal a separate amount for the roof to be exercised at a later time. The price of the roof will be included in the price evaluation of the submitted proposal. BONDING: A bid guarantee in the amount of the contractor's proposal is required. Performance and payment bonds are also required. SECURITY: Before employees are allowed to work on this project site, all personnel are required to pass a security check. Forms will be provided to the sucessful offeror after award. IMMIGRATION CONSIDERATIONS: In addition to the previously mentioned security check, any foreign national employed to work on this site will be required to provide a document authorizing him/her to work in the United States such as sa copy of his/her resident alien card or a copy of his/her employment authorization card from the U.S. Department of Homeland Security/U.S. Citizenship and Immigration Services Bureau. Also, any person born outside of the United States who is now a naturalized U.S. citizen must provide proof of U.S. citizenship such as a copy of his/her U.S. passport or a copy of his/her certificate of naturalization. BUY AMERICAN/TRADE AGREEMENTS: This procurement is subject to the requirements of the Buy American Act. ELIGIBLE OFFERORS: All responsible firms may submit a proposal which shall be considered by the agency. All responsible contractors shall submit a two volume proposal. Volume 1 shall contain the technical proposal and Volume 2 shall contain the price proposal. All prospective offerors are also required to use the System for Award Management (SAM) in federal solicitations as a part of the proposal submission.
