- Important Note: Amendment No. 7 with some information AND EXTENSION OF CLOSING DATE TO JULY 5th at 1:00PM Seattle time is effective now. Amendment was going to be posted today but technical issues with FBO and our offices hard drive connection prevented posting Amendment 7 the normal way. This serves as a heads up for Amendment 7 hopefully posted by morning of June 30th. The text of Amendment 7 is copied below: Question No 1: Re the in-situ repairs, we identify 9 notations in the plans that call for in-situ grout repair or indicate joint leaks and hole repairs, rather than the 15 noted in Line Item #4. Answer: There are 10 notations in the plans where in-situ grouting repairs are indicated (see below). The intent is to provide an allowance and request for pricing for five additional repairs to account for deterioration since the previous 2013 CCTV inspection. # Sheet MHs 1 C-5 MH52-51 1 C-5 MH54-53 1 C-6 MH57-56 (This section to be lined) 1 C-8 CO-MH64 1 C-8 MH64-63 (This section to be lined) 3 C-9 MH68.2-68.1 (This section to be lined) 1 C-9 MH68-67 1 C-10 MHD2.1-D2 10 Total Question No. 2: Re the lateral reconnection grouting. The plans do not show laterals in the four lines being lined by CIPP. I ask for confirmation that the 20 laterals to be grouted following CIPP are in fact in the four lines being lined (shown on C-6, C-8, C-9 & C-10) Answer: That is correct, the 20 lateral service connection sealings called for in Item 8 pertain to the four sections being lined by CIPP. Please see Note 1 under Section B.2 Schedule of Item Notes regarding estimated quantities. Mission Community Wastewater Collection System Improvements. This is a 100 percent Total Small Business set-aside under North American Industry Classification System (NAICS) Code is 237110, Water and Sewer Line and Related Structures Construction, with a Small Business Size Standard of $36.5 million in average annual receipts for the past three years. This is NOT a Request for Proposal (RFP) and there is neither a solicitation nor construction documents available at this time. No responses are requested at this time. Award is subject to the availability of funds. This pre-solicitation notice is for an upcoming solicitation for improvements to the Mission Community Wastewater Collection System located on the Umatilla Indian Reservation. The system flows into and subsequently treated by the City of Pendleton. The primary goal of the project is to decrease the inflow and infiltration (I & I) of groundwater into the system.Under this construction project, the contractor shall repair, rehab and replace collection system defects contributing to the system I & I involving sewer mains and sewer service laterals to include: a. In situ grouting repairs of leaking sewer main joints, service lateral connections, and other defects. b. Excavation point repair of defects that cannot successfully be repaired by in situ methods. c. Rehabilitation of Asbestos Cement sewer pipe sections with structural defects by Cured in Place Pipe (CIPP) installation. d. Television inspection of sewer service laterals identified as contributing to I&I. e. Option Bid items for repair, rehabilitation, and replacement of sewer service laterals as determined necessary from the television inspection and as project funding allows. The period of performance will be 60 calendar days after Notice to Proceed. Per FAR 36.204, the estimated price range of the resultant construction project is between $250,000 and $500,000. Offerors shall be required to submit a 20 percent bid bond with their offer. Additionally, Payment and Performance Bonds will be required to be submitted by the awardee within 10 calendar days of award (in the amount of 100% of the contract value). Items that potential offerors need to be aware of are: 1. Notice of Indian Preference--see HHSAR 352.226-1 Indian Preference & HHSAR 352.226-2 Indian Preference Program 2. TERO fees or Tribal Taxes Indian Health Service intends to award a Firm Fixed Price (FFP) Construction Contract in support of this requirement. This solicitation will be procured as a RFP in accordance with FAR Part 15 and 36 procedures. This solicitation will be available for download on or about May 15, 2017, with proposals due at least 30 days after solicitation issuance. A formal site visit and pre-proposal meeting is planned for June 1, 2017 with specifics in Section L of the solicitation when posted.
