- Notice type: Sources Sought Posting date: June 29th 2017 Response date: July 14th 2017 NAICS code: 541690 Other Scientific and Technical Consulting Services FSC: B599 Other Special Studies & Analyses Solicitation #: 11041372 This announcement constitutes a Sources Sought Synopsis (market survey). This is not a Request for Quote (RFQ) or a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The ORARNG State Safety Office is seeking small business sources for a service requirement entitled: "Sources Sought for ORARNG SAFETY OFFICE - Job Hazard Analysis". This is scheduled to be issued as a Firm Fixed Price contract. The purpose of this sources sought is to determine interest and capability of potential qualified Small Business (SB), 8(a) small businesses, Historically Underutilized Business Zone (HUBZONE) small businesses and Service Disabled Veteran Owned Small Businesses (SDVOSBs) relative to the North American Industry Classification code (NAICS). To make an appropriate acquisition decision for this project, the Government may use responses to this sources sought synopsis. The type of solicitation issued and the manner of advertisement may depend on the responses to this sources sought synopsis. SPECIFICATIONS: 1. Scope of Work 1.0 Organizational Analysis: Oregon Military Department Oregon Army National Guard State Safety Office Mission: The Oregon Army National Guard State Safety Office works to provide for a safe working environment, free from accidents and injuries that is compatible with the mission of the Oregon Military Department throughout all levels of command in every operation and activity. This program is designed to promote safe and healthful practices for personnel on and off duty and to preserve the fighting force. 2.0 Deliverables: 2.1 Job Hazard Analysis Survey The contractor shall deliver JHA (Job Hazard Analysis) Survey/Catalogue for all primary work assignments conducted at all primary maintenance facilities (FMS, CSMS, UTES, etc.) in the ORARNG. These JHA should follow applicable OSHA guidelines and Army procedures outlined in AR 385-10, NGR 385-10, DA Pam 385-10, and DA Pam 385-30 and applicable OSHA guidelines. 2.1.1 Work with employees and supervisors to complete JHA for each individual facility. Prioritize most hazardous work assignments first. 2.1.2 JHA should be delivered in a MS Excel format and include template reports for applicable metrics. Metrics will include: location, tasks, common hazards, safety training, related accidents, hazard mitigation, and other applicable metrics. 2.1.3 Provide roll-up report of preventive measures that can be taken to mitigate hazards across multiple work assignments. 2.1.4 The names and location of all Maintenance Facilities is provided in Appendix A. A complete roll-up report shall be provided by the contractor before the end of the contract period.
