- Architect and Engineering Services Solicitation Number: W912K6-17-Q-0055 Notice Type: Source Sought Response Date: July 31, 2017 11:00 PM EST Set Aside Total Small Business Classification: C-Architect and Engineering Services NAICS Code: 541--Professional, Scientific and Technical Services/541310 - Architectural Services ____________________________________________________________________________________________________________________________________________________________________________________________________________________________________ Synopsis: The United States Property & Fiscal Office (USPFO) for Maryland is seeking information concerning the availability of capable contractors with the ability to perform under an Open-End Indefinite Delivery/Indefinite Quantity (IDIQ) Architect-Engineer (A-E) contract with a basic period of one year with four one-year option periods for a total of five years within the State of Maryland. The Government is seeking interested firms that are experienced in advance planning, cultural resources, investigative services, project design, and construction administration and inspection. This Request for Information (RFI) shall not be construed as a formal solicitation or as an obligation in the part of the Government to acquire any products or services. Information provided to the Government as a result of this posting is strictly voluntary and given with no expectation of compensation, and clearly provided at no cost to the Government. A formal solicitation will be executed and posted separately at a future date. The contracting officer will endeavor to post all information regarding this solicitation as soon as it becomes available. The USPFO is interested at this point, only in identifying interested and capable contractors for this service as part of the market research effort. It is unknown at this time how many contracts will be awarded. Contractors must meet the responsibility factors in FAR 9.104-1 to satisfy this requirement. These projects will be accomplished through task orders written under an IDIQ Contract as the need arises during the contract period. The anticipated contracts, when solicited, will be procured in accordance with 40 USC, Subtitle I, Chapter 11, Selection of Architects and Engineers and FAR Subpart 36.6, Architect-Engineer Services. The Firms will be selected based on their ability to demonstrate competence and qualifications for all of the required work elements. This procurement will be conducted under the North American Industrial Classification System Code (NAICS) 541310, Federal Supply code: C211. The small business size standard for this code is $7.5 M. To be considered a Small Business under this NAICS Code, the respondent's average revenue for the last three fiscal years cannot be more than $7.5M; if the average revenue for the last three fiscal years is over $7.5M, the respondent is classified as a Large Business. Comments and information on the following areas are requested: Company Cage Code, DUNS, name, and address, point of contact and applicable telephone numbers and e-mail addresses. All respondents, in their response to this notice, MUST identify their business size relative to the NAICS code. Respondents are required to state in their response whether the firm is classified as a Small Business, Other than small business, Woman Owned business, Veteran Owned Small business, Service Disable Veteran Owned Small business, and SBA Certified Small Disadvantaged business, SBA Certified 8(a) Firm or SBA Certified HUBZone Firm. If the contracts are set aside for Small Business, FAR 52.219-14, Limitations on Subcontracting, will be included in the contract. The clause requires that at least 50 percent of the cost of the contract performance incurred for personnel shall be expended for employees of the concern. Responses to this source sought shall be limited to five (5) pages and shall include the following: 1. Company profile to include company name, office location(s), DUNS?CAGE code number, email address, and a Statement regarding current small business status (i.e. Certified 8(a), Service Disabled Veteran-Owned (SDVOSB), Woman-Owned (WOSB), Economically Disadvantaged Woman-Owned (WOSB), or certified HUBZone). 2. The annual average professional services revenue for the last three (3) years. 3. Name, title, address, phone number, email address of company point of contact. Respondents are encourage to review the information requested above carefully and ensure a complete response for thorough considerations. Respondents shall not submit SF-330 (Architect-Engineer Qualifications) in response t this Source Sought Announcement. Respondents shall note that the Government will not return any information submitted in response to this notice. Contract award is estimated to be 1 Oct 2017. Summary of Work: The anticipated work may include; but not be limited to the following; Advance Planning, Type A (Investigative and Concept), Type B (Design), and Type C (Supervision, Inspection, Overhead), in accordance with applicable Army, Air Force, and National Guard regulations/standards for facility design, construction, and other miscellaneous services. 1. Advance Planning: a. Developing and validating MILCON project documentation b. Master Planning c. Installation Development Plans (IDP) d. Area Development Plans (ADP) e. Planning, Programming, and Design Charrettes f. Management Studies g. Conceptual Analysis h. Conducting alternative site studies i. Preparing engineering analysis and studies to develop technical design parameters prior to commencing project design j. Environmental Assessments k. Cultural Resource Services 2. Type A Services (Investigative and Concept): Type A services include field surveys and investigations required to obtain data that is essential to the performance of Type B services and that are not available from Federal or State government resources. These surveys and investigations may include but not limited to: a. Surveys b. Topographic c. Boundary d. Utility e. Soil Borings and other geotechnical exploration f. Chemical and mechanical surveys g. Utility Capacity surveys h. Technical studies i. Concept cost estimates j. Concept development studies k. Other fact finding investigations 3. Type B Services (Design): Type B services provide production of complete designs, including preliminary and final plans, outline and final specifications, design analyses, and preliminary and final cost estimates, in sufficient detail as to be competitively bid by contractors. Type B Services may include but not limited to the following type of projects: a. Infrastructure and utility improvement b. Building additions c. Building renovations and remodels. d. Building construction e. Stormwater management facilities f. Airfield improvements g. RFP development for Design-Build acquisition 4. Type C Services (SIOH): Type C services provides construction supervision and inspection services, testing, shop drawing review, and management services. Type C Services may include but not limited to: a. On-site construction supervision and inspections b. Materials testing c. Shop drawing review d. Project schedule review e. A/E services for change orders f. Review progress payments Projected period of performance: Base Year: 1 Oct 17 - 30 Sep 18 Option Year 1: 1 Oct 18 - 30 Sep 19 Option Year 2: 1 Oct 19 - 30 Sep 20 Option Year 3: 1 Oct 20 - 30 Sep 21 Option Year 4: 1 Oct 21 - 30 Sep 22 All projects will be located in the State of Maryland on both, State and Federal owned land. All work shall be in accordance with all applicable Federal Laws, State Laws, Army and Air Force Regulations, and other government requirements. All firms interested in this announcement must be registered in the System for Award Management (SAM) in order to receive a Federal contract award. Selection will be made on the basis of the following criteria which are listed in order of importance: 1. Location of the firm. The purpose is to determine the firm's knowledge of the locality of the project; provided that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project. 2. Firm qualifications based on depth of the firms experience related to type and quantities of projects the firm and associates have been involved in the past. 3. Professional qualifications necessary for satisfactory performance of required services based on education, training, project experience, and professional registration of key personnel. 4. Specialized experience and technical competence in the type of work required. 5. Capacity to accomplish the work base on the number of qualified personnel. 6. Past performance on contracts with the Government agencies and private industry in terms of cost control, quality of work and other compliance with performance schedule. Past performance includes considering the firm's ability to accomplish projects within the required time or ahead of schedule. 7. Volume of work previously awarded to the firm with the object of effecting an equitable distribution of DoD Architect-Engineer (A-E) contracts among qualified A-E firms including minority owned firms and firms that have not had prior DoD contract. Participation by minority business enterprises is strongly encouraged. 8. Sustainable design experience based on the firm's demonstrating success in specifying the use of recovered materials in construction, and achieving waste reduction and energy efficiency in facility design. Consider if the firm or its associates have at least one Leadership in Energy and Environmental Design (LEED) Accredited Professional as defined by Green Building Council. Also consider LEED awards and ratings achieved by the firm and it associates. An electronic response is the accepted method to respond to this synopsis.
