Issue Date: June 16, 2017 (1,413 pages) Attachment 2 - GATE 200607A 100% Final Construction Drawings (309 sheets) GENERAL : The National Park Service (NPS), Department of Interior (DOI), Denver Service Center (DSC), is soliciting proposals on a full and open basis from all interested businesses having the capability to perform the work described below. Specific instructions on submitting proposals will be contained in the solicitation documents to be issued on or after the date listed below. Proposals for this solicitation are due no later than 3:00 p.m. Mountain Time, on Friday, July 28, 2017. The entire solicitation package with all attached documents are available in Microsoft Word, Microsoft Excel, HTML, and/or Adobe PDF. Specifications and drawings are available in Adobe PDF format through www.fedbizopps.gov. Paper copies of this solicitation will not be made available. PROJECT DESCRIPTION : This project will relocate the maintenance and storage facilities in the Sandy Hook, NJ Unit of Gateway NRA. Existing facilities and the equipment within were significantly damaged during Hurricane Sandy resulting in loss of functionality. New facilities will be relocated to higher ground within the park and constructed with flood-resilient practices. The new facilities will provide support to the GATE maintenance staff and equipment without the danger of future catastrophic floods. The project consists of the construction of a maintenance facility in the Ft. Hancock area of the Sandy Hook Unit. The new maintenance facility project will consist of the renovation of two historic buildings to serve as the wood shop and administration building, construction of a new auto shop, and construction of a new covered parking/storage structure. The site work (approximately 7-acres) site will include new grading and paving (asphalt/concrete/porous pavers), underground utilities, relocation/connection of a vehicle fueling station, new auto wash station, site lighting, concrete curbs & sidewalk, material storage bins, and site fencing with automatic vehicle gates. GENERAL SCOPE : 1. Renovate Building #49: Existing Building #49 will be rehabilitated to house the wood shop, a training room, locker room, restrooms, kitchen and offices. Building #49 is a 9,000 sf historic wood-framed one-story building on CMU foundation. The work at this building will include interior selective demolition and hazardous materials abatement, selective removal and replacement/re-installation of historic siding, new overhead doors, building access ramps/stairs/handrails, structural work including foundation bracing and new shear wall construction, masonry repair and repointing, new asphalt shingle roof, interior partitions, wall/ceiling/floor finishes, flooring, plumbing, fire sprinkler system, heating system, electrical systems, phone/data equipment and cabling, and buried propane tank. 2. Renovate Building #65: Existing Building #65 will be rehabilitated into an administrative building including office areas, conference room and restrooms. Building #65 is a 5,120 sf historic two-story wood-framed masonry building with a slate tile roof constructed in 1906. The work at this building will include interior selective demolition and hazardous materials abatement, masonry repair and repointing, slate tile roof replacement, historic window & window grate refurbishment, interior partitions and wall/floor/ceiling finishes, building access ramps/stairs/handrails, interior wood stair/handrail replacement, plumbing, fire sprinkler system, heating system, electrical systems, phone/data equipment and cabling. 3. Auto Shop: New construction of a 4,800 sf steel-framed vehicle maintenance facility. The work at this building will include structural concrete foundations, elevated concrete floor to meet flood requirements, concrete vehicle & pedestrian ramps. steel framing, asphalt shingle roofing, CMU interior walls, overhead doors, wall/ceiling/floor finishes, flooring, plumbing, fire sprinkler system, heating system, electrical systems (including new transformer), phone/data equipment and cabling, and buried propane tank. 4. Covered Parking Structure: New construction of a 9-bay covered parking structure, approximately 175' x 23'. The covered parking structure consists of concrete foundations/pilasters, steel columns & beams, metal roof decking, plywood sheathing, asphalt shingles, corrugated exterior paneling, painting, and electrical outlets & lighting. PROCUREMENT TYPE : The Government anticipates negotiating and awarding a single firm-fixed price contract to meet this requirement. This negotiated firm-fixed price contract will be awarded requiring submission of both a technical and a price proposal. The Government will consider an offeror's technical capability in comparison to its price to determine the best value (trade-off process) to the Government. SET-ASIDE TYPE : The anticipated acquisition will be unrestricted. All responsible sources may submit an offer for consideration in accordance with these and other terms and conditions of the anticipated solicitation. NAICS CODE : 236220 - Commercial and Institutional Building Construction with a small business size standard of $36.5M. MAGNITUDE : In accordance with FAR 36.204, the project magnitude is estimated to be more than $10,000,000. DURATION : The contract performance period is expected to be 545 calendar days from notice to proceed. PRE-PROPOSAL SITE VISIT : It is anticipated that a Pre-Proposal Conference/Site Visit will be scheduled sometime during the week of July 17, 2017. Specific details regarding this meeting will be provided via amendment once the meeting is scheduled. Please note that this date has changed from the date published in the presolicitation notice.
