- Justification and Approval BACKGROUND: Dworshak Dam has a degrading network telecommunication system. It is slow and inefficient for supporting current and future technology growth. The copper in place does not support, nor expand to adequately support, technologies such as Voice over Internet Protocol (VoIP), Microsoft O365, future cloud computing, etc. Efforts are in place to upgrade the infrastructure and equipment inside the facility; it is important to have the appropriate fiber to accommodate outside of the facility. JUSTIFICATION: Market Research through ACE-IT has revealed that Frontier Communications is the only Local Exchange Carrier (LEC) in the Orofino, Idaho, and area. This will be the company providing the internet and telecommunication service and they have proven their ability and desire to perform the special construction for the installation of fiber optic and conduit from their last "Point of Presence" to the plant facility (Dworshak).
