- This is a notice of intent to require the current awarded Operations and Maintenance (O&M) contractor, EMCOR Government Services, LLC, Task Order 0004, to enter into a contract with Siemens Industry, Inc, 6435 Virginia Manor Road, Beltsville, MD 20705, as the vender to maintain the Fire Alarm and Smoke Detection Systems at Ft. Belvoir Community Hospital, Fort Belvoir, VA. The order is under an awarded Indefinite Delivery Indefinite Quanity (IDIQ) Multiple Awarded Task Order Contract (MATOC) W91278-14-D-0021-0004. The scope of work entails installation of new smoke detectors at fire doors, programming FA panel to recognize existing detectors and removing device addresses from the panel with no devices connected. This office believes that only one source, Siemens can provide the above required support since this is a proprietary fire alarm system requiring programming that only Siemens can perform. If any responsible source other than Siemens can fulfill the above requirements, written notification and supporting documentation may be submitted via e-mail to chris.a.maund@usace.army.mil. The e-mail subject line for each response should include "RESPONSE TO NOTICE FOR: Smoke Detectors at 19 Fire Door Locations for Ft. Belvoir Community Hospital, Ft. Belvoir, VA. To be considered a viable source, documentation must clearly demonstrate: (1) Offeror's name, address, points of contact, telephone numbers, and e-mail addresses, (2) Supporting documentation as an approved Siemens vendor (if applicable) (3) Past experience in maintaining the similar systems in an occupied medical facility. (4) Freedom from actual or potential conflict-of-interest. If no affirmative written documentation is received within 15 days of this synopsis, the Mobile District Corps of Engineers will proceed with requiring the current O&M contractor to enter into a contract with Siemens Industry, Inc, 6435 Virginia Manor Road, Beltsville, MD 20705, as the vendor to maintain the fire alarm and smoke detection systems at Ft. Belvoir Community Hospital, Fort Belvoir, VA. The Government will not pay for any material provided in response to this synopsis nor return the data provided. The results of this synopsis will be considered to be in effect for a period of nine months from the date of publication of this notice. A solicitation is not available.
