- Special Notice Special Notice The Man-portable Radiological Detection System (MRDS) Hands Free Radiation Detection System This is a Special Notice announcement for market research and planning purposes. Department of Defense, Department of the Army, Joint Program Executive Office Chemical Biological Defense (JPEO CBD) is issuing this Notice solely for information and planning purposes. This Notice is not a solicitation or request for competitive proposals. Responses to this Notice are not offers and cannot be accepted by the Government to form a binding contract. Response to this Notice is strictly voluntary and will not affect future ability to submit an offer if a solicitation is released. There is no bid package or solicitation document associated with this announcement. Respondents are advised that the US Government will not pay any cost incurred in response to this Notice. The JPEO-CBD, Joint Project Leader Radiological Nuclear Defense (JPL-RND) has requested that Oak Ridge National Laboratory (ORNL) conduct tests for systems meeting the MRDS Hands Free (HF) White Paper. Interested Respondents shall pay for all testing cost directly to ORNL. It is anticipated that testing will be conducted during the October-November 2017 timeframe, but respondents shall contact ORNL no later than 15 July 2017 to schedule testing. ORNL anticipates using radioactive test sources to test Respondent-devices using unshielded, shielded, and masking test scenarios. This testing is intended to provide interested participants, with detectors possessing the capabilities described in the attached white paper, the opportunity to obtain Government testing of their detectors, at Respondent expense. Respondents will receive test results for their system(s) after conclusion of testing. Respondents will not receive the results from other participants. The Respondent system(s) will be returned upon conclusion of testing. The MRDS HF performance specification white paper is attached. For test cost and scheduling, please contact ORNL via Christina Forrester at forrestercd@ornl.gov. All other questions not related to test scheduling and costs shall be submitted to the Contracting Officer, Diane Dei at diane.v.dei.civ@mail.mil and to the Contract Specialist, Adam Sheir, at adam.d.sheir.civ@mail.mil no later than 14 July 2017.
