- Page 1 of 1 NOTICE OF PROPOSED CONTRACT ACTION: In accordance with FAR Subpart 5.2, this notice is provided for information purposes only. The Strategic Acquisition Center located in Frederick, Maryland proposes to negotiate a non-competitive award (sole-source) with the National Contract Management Association Conference (NCMA) for the Department of Veterans Affairs (VA) Office of Acquisition and Logistics (OAL) and Office of Acquisition Operations (OAO) staff to attend the NCMA World Congress on July 23-26, 2017, at the Navy Pier in Chicago, Illinois. SCOPE OF WORK: This request is for approximately 63 contracting professionals to attend this year s NCMA World Congress that will be held on July 23-26, 2017, at the Navy Pier in Chicago, Illinois. The NCMA World Congress is a comprehensive training event for contract management, procurement, and acquisition professional that will leverage VA resources by providing over 7 educational tracks, in alignment with the Contract Management Body of Knowledge (CMBOK), and more than 115 breakout sessions that will offer content for each professional, no matter the stage of their career. The event also provides contracting professionals 20 continuing professional education (CPE) hours towards their FAC-C certification renewal and premier engagement opportunities with over 1,800 Government contracting professionals from around the nation. STATUTORY AUTHORITY: In accordance with Federal Acquisition Regulation (FAR) 13.106-1(b)(1), the Contracting Officer may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. THIS SPECIAL NOTICE IS NOT A SOLICITATION or request for competitive offers, quotations or proposals. It does not constitute a commitment or an obligation by the Government. No solicitation package is available. In accordance with FAR 5.207(c)(16)(i) all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Interested parties must provide evidence of their capabilities to fulfill the requirement within fifteen (15) calendar days after date of publication of this notice to Corey Mann, Contracting Officer, at Corey.Mann@va.gov with a copy to Jacky Jean-Jacques, Contract Specialist, at Jacky.Jean-Jacques@va.gov. A determination by the Government not to compete this procurement action, based on responses to this notice is solely within the discretion of the Government.
