- Contract Surveillance Plan Draft Solicitation including Sections L and M AIRWorks supports the Workload Acceptance process for the Naval Air Warfare Center Aircraft Division (NAWCAD) and has a need for Contractor Support Services (CSS) to provide analytical, administrative, and management support services in identifying, capturing, and tracking requirements for incoming and outgoing funds through the AIRWorks Database (AWDB). The contractor shall assist the Government in ensuring that the requirements are processed in accordance with applicable statues and regulation, workload acceptance policy, current and future workload acceptance, ensuring the work being performed is within NAWCAD's mission. The Government is beginning to transition to fixed-price contracts for knowledge based services after mandate from the NDAA FY17. This contract is a Firm-Fixed Price Level of Effort (FFPLOE) contract. Attached are the draft solicitation and the Contract Surveillance Plan (CSP). The government encourages industry to provide comments on all sections of this solicitation from vendors of all business sizes, even though this is an Economically Disadvantaged Woman-Owned Small Business (EDWOSB) set-aside. The following questions are specifically related to the FFPLOE contract type: •1. Given the nature of FFPLOE contracts, which of the available payment methods (i.e. progress payments, monthly payments, etc.) are preferable and why? •2. Has the Government provided sufficient information for industry to establish a clear pricing methodology? •3. Are the Government's instruction and selection criteria clear in Sections L and M? (Section L, paragraph 3.7.2 and Section M, paragraph 3.0)
