- NOTICE DETAILS Solicitation #: Amendment 2 to W91CRB-17-T-0999 Request For Information (RFI) Procurement Type: Request for Information and Invitation to SBS Virtual Industry Day Date Posted: June 29th, 2017 Title: Soldier Borne Sensor (SBS), Unmanned Aircraft Systems (UAS) Description: INTRODUCTION: This is a Request for Information (RFI). This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this RFI is to announce a virtual industry day and gain information to inform the future program of record. Since its inception in 2002, Program Executive Office (PEO) Soldier has provided U.S. Soldiers with capabilities to ensure they remain decisive and dominant through the full spectrum of military actions. Ensuring that Soldiers have the most advanced equipment, from protective equipment such as helmets and body armor, to weapons, power solutions and sensors and lasers means keeping ahead of scientific and engineering innovation. One such effort is bringing small-Unmanned Aircraft Systems (UAS) technology, also known to the Army as Soldier Borne Sensors (SBS), solutions to the individual Soldier on the battlefield. However, to do this right and stay ahead of technological innovation in the marketplace we are seeking industry engineering expertise. PdM SMS held a virtual Industry Day on 08 February 2017. The Industry Day provided a forum for innovators to hear about the SBS program directly from the Army and allow the PdM to answer questions submitted as a result of this RFI. PdM SMS updated information presented on 08 February based on the questions received from industry; the updated presentation was disseminated via Amendment 1 to this RFI on March 28th 2017 to FedBizOpps. During the 08 February 2017 Industry Day, PdM SMS announced its plan to conduct an assessment of existing material solutions. Amendment 1 to this RFI announced the details of that User Assessment and invited industry participation. The Army Test and Evaluation Command (ATEC) conducted that assessment at Fort AP Hill from 08 May 2017 through 26 May 2017. With this RFI amendment, PdM SMS invites industry, academia, individuals, and labs to participate in another (a second) virtual industry day and one-on-one discussions of the updated SBS program schedule, acquisition strategy, and source selection evaluation plan. PdM SMS will respond to questions received in response to this RFI by incorporating the information into the presentation on 24 July 2017. If some questions are of a proprietary nature, those questions will be answered in the one-on-one session following the virtual industry day. PdM SMS will hold a second virtual Industry Day on 24 July 2017 from 0900-1300, Eastern Daylight Time (EDT). All interested parties shall provide notification of intent to participate to the Contract Specialist, Michael F. Siwek via e-mail to Michael.f.siwek.civ@mail.mil by 15:30 Eastern Daylight Time (EDT) no later than 19 July 2017. SUBMISSION INSTRUCTIONS: INTERESTED PARTIES SHALL NOT SUBMIT PROPOSALS. INTERESTED PARTIES SHALL INDICATE INTENTION TO PARTICIPATE BY THE SPECFIED DUE DATES AND TIMES IN ORDER TO PARTICIPATE IN THE INDUSTRY DAY. No contracts will be awarded based on this announcement. If you are interested in participating in the second virtual industry day, please e-mail the Contracting Office POC listed above by 19 July 2017 no later than 15:30 EDT. You will receive a response e-mail providing you with information on how to attend the virtual event/ industry day, on 24 July 2017. Please include the following information in your e-mail: • Company name • Is the company a large or small business • Does the company produce Unmanned Aerial Vehicles or component technologies • Do you request a one-on-one session • Company Cage Code If a company desires a one-on-one session with the Government to discuss questions which may be of a proprietary nature, please e-mail the Contracting Office POC listed below by 19 July 2017 no later than 15:30 EDT and a separate discussion can be scheduled. One-on-one discussions will be scheduled on 24 and 25 July 2017. Each discussion will be limited to forty-five (45) minutes. Question submissions are due prior to the virtual industry day in order to allow time to prepare responses to questions that will be presented during the industry day. The e-mail from the interested party shall also be the initiation of contact to allow the Contracting POC, (Michael Siwek) to provide the necessary information to attend the virtual industry day. USE OF INFORMATION: The purpose of this notice is to inform industry on the SBS program of record acquisition strategy and evaluation criteria. All proprietary information contained in the response shall be separately identified and marked. Any proprietary information contained in response to this request will be properly protected from any unauthorized disclosure. PdM SMS will ensure that vendor representatives at the user assessment have no access to competing hardware or data derived from competing hardware. PdM SMS has updated information presented on 08 February based on the questions received from industry. The updated presentation is attached to this RFI amendment. During the 08 February 2017 Industry Day, PdM SMS announced its plan to conduct an assessment of existing material solutions. At the assessment, active duty Soldiers will assess the performance of potential SBS solutions against the Capability Production Document (CPD) performance requirements. The updated Industry Day presentation (attached) identifies all performance parameters scheduled for assessment. Any industry, academia, individuals, and labs with operational materiel solutions are to participate in the user assessment. With this RFI amendment, PdM SMS repeats the invitation to participate in a user assessment. The Army Test and Evaluation Command (ATEC) will conduct a user assessment at Fort AP Hill from 08 May 2017 through 26 May 2017. All interested parties shall provide notification of intent to participate to the Contracting Officer, Samantha L. The Subject Line shall be titled: "RESPONSE for SBS RFI" • What type of encryption is implemented for data transmitted to the controller? • Does the controller delete mission data and clear memory if the number of incorrect sequences entered is exceeded when logging into the controller? • What is the allowable number of incorrect entries? • What is the expected flight time of the system when flown in zero wind conditions with moderate but changing speeds? • Are the Air Vehicle batteries swappable? • How long does it take to charge an Air Vehicle battery? • What is the Field of Regard, expressed in degrees relative to the horizon, for each Day and Night Sensor on the Air Vehicle? • What is the horizontal Field of View for each sensor on the air vehicle? • What is the total system weight, Air Vehicle weight and total volume of the stored system required for a 60 minute mission? • What radio frequency(s) does the system use? • Does the radio provide frequency hopping? • Has a DD-1494 for been submitted for the radio? • Does the system include MOLLE storable capability? • Does the system provide video playback? • Does the system provide frame capture? • How many minutes of video can the controller store? • Which parts of the system can be replaced by the operator without special maintenance training? • Do any operator replaceable spares require tools for replacement? • What spares are provided with the system? ARMY SPECTRUM MANAGEMENT OFFICE REQUIREMENTS: • PdM-SMS has not required Army Spectrum Management Office (ASMO) approval for radios participating in the SBS assessment. At this time Army Regulations require all transmitting devices to be approved by ASMO before a system can be approved for a Program of Record (POR). PdM-SMS will sponsor a vendor that is submitting a DD-1494 for ASMO approval when appropriate. Previous experience has shown the approval process with ASMO can be lengthy. ARMY ENCRYPTION REQUIREMENTS FOR TRANSMITTED DATA: • Advanced Encryption Standard (AES) 256 bit Encryption is required for the SBS POR. PdM-SMS shall require documentation supporting integration and successful testing of AES 256 bit encryption for a system to be eligible for the SBS POR. SUBMISSION INSTRUCTIONS: INTERESTED PARTIES SHALL NOT SUBMIT PROPOSALS. INTERESTED PARTIES SHALL INDICATE INTENTION TO PARTICIPATE, SUBMIT INFORMATION PAPERS, AND PROVIDE HARDWARE FOR ASSESSMENT BY THE SPECFIED DUE DATES AND TIMES IN ORDER TO BE CONSIDERED FOR THE USER ASSESSMENT.
