Copy of Provisions & Clauses Copy of Solicitation The Uniformed Services University of the Health Sciences (USU) is the Nation's federal health sciences university and is committed to excellence in military medicine and public health during peace and war. We provide the Nation with health professionals dedicated to career service in the Department of Defense and the United States Public Health Service and with scientists who serve the common good. We serve the uniformed services and the Nation as an outstanding academic health sciences center with a worldwide perspective for education, research, service, and consultation; we are unique in relating these activities to military medicine, disaster medicine, and military medical readiness. USU is located in Bethesda, MD on the grounds of the Naval Support Activity Bethesda. Additional information regarding USU can be found on our website: www.usuhs.edu. USU has a requirement for the preventive maintenance of the uninterruptible power supply batteries system, to include a base period of one (1) year with 4 one (1) year option periods. This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is a request for quotes (RFQ) for commercial items in accordance with the procedures of FAR Part 12 - Acquisition of Commercial Items and FAR Part 13 - Simplified Acquisition Procedures, to include FAR Subpart 13.5, Simplified Procedures for Certain Commercial Items. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-95 (January 19, 2017) and Defense Federal Acquisition Regulation Supplement (DFARS) (December 22, 2016). This requirement is set-aside for small business concerns under NAICS code 335911 (Battery Manufacturing) with a size standard of 1,250 employees. In order to be eligible for award, offerors must be registered in www.SAM.gov, with completed representations and certifications by the close date of the solicitation. This requirement is subject to the non-manufacturer rule. Offerors responding to this requirement must provide quotes for the video and biometric analysis software by small business concerns. Any offeror submitting a quote for a transmitted light microscope with digital color camera by a company other than themselves, must provide the name of the manufacturer. The manufacturer's socio-economic status will be verified in SAM.gov. Offerors interested in responding to this requirement must provide a quote for the requested services outlined in the statement of work. A single firm fixed-priced (FFP) purchase order will be awarded. Period of Performance (PoP): Base: July 29, 2017 to July 28, 2018 Option Year 1: July 29, 2018 to July 28, 2019 Option Year 2: July 29, 2019 to July 28, 2020 Option Year 3: July 29, 2020 to July 28, 2021 Option Year 4: July 29, 2021 to July 28, 2022 UPS: Model Series: TLE 250 KVA UPS Module, 250kVA/250kW, 480/277V, 60Hz - Unity TAGs: ECN: 012647, ECN: 012646 & ECN: 012645 GE TLE Series UPS Batteries: Battery Charger: ECN: 012646, SN: 002989 Power Supply: ECN: 012645, SN: 002991 KVA, Input, and Output Voltage for the GE Series TLE UPS Unit Model No: 90839-F42250C132365EG40012BT Input: 480 AC 3 Phase 3 Wire 60Hz Input Current: 301 AMPS Output: 208Y120 VAC 3 Phase 4 Wire 60Hz Output Current: 695 AMPS Enclosure: 1 I. Semi-Annual Preventive Maintenance Service The contractor shall provide the following services: 1. Visual inspection of the Uninterruptible Power Supply System and its batteries a. Visual inspection of the UPS b. Check batteries for excessive heat, cracking, distortion, bad connectors or leakages 2. Visual inspection of grounding 3. Inspection of cooling fans operation 4. Electrical measurements a. Check and measure voltage (input/output) L1 (L2, L3) N. b. Check and measure current (input/output) L1 (L2, L3) N. c. Check output frequency 5. Inspection of normal load distribution per phase 6. Inspection and monitoring of system alarms and LEDs 7. Inspection and calibration if necessary, of threshold set points 8. Functional assessments (By-pass mode) and inspection of switches correct functioning a. Functional testing of UPS to By-pass and maintenance by-pass switches b. Check all switches for correct functioning 9. View alarm history record 10. Software update (if a newer version is available) 11. Assessment of the UPS environment correct temperature & ventilation 12. Inspection and tightening of battery interconnections, of DC circuit and of AC input - output cables a. Inspection and tightening of AC input - output cables b. Inspection and tightening of battery interconnections & DC circuit using appropriate tool 13. Inspection of electronic circuits and control cards 14. Thorough inspection of the UPS system (optical inspection, cleaning, testing) a. The optical inspection includes the inspection of displays and other alarms b. The cleaning will be done after opening the covers, using air suction device (vacuum cleaner) 15. Battery maintenance (cleaning & electrolyte residue removal) 16. Perform a temperature check on all breakers, connections, and associated controls. Remedy and/or report all high temperature areas. 17. Perform a complete visual inspection of the equipment including subassemblies, wiring harnesses, contacts, cables, and major components. Check air filters for cleanliness. 18. Measure and record harmonic trap filter currents. II. Annual Preventive Maintenance Service In addition to services outlined under I. Semi-Annual Services, the contractor shall provide the following services: 19. Check the inverter and rectifier snubbers for burned or broken wires. 20. Check all nuts, bolts, screws, and connectors for tightness and heat discoloration. 21. Check fuses on the DC capacitor deck for continuity (if applicable). 22. With customer approval, perform operational test of the system including unit transfer and battery discharge to be performed on the weekend. 23. Calibrate and record all electronics to system specifications. 24. Install or perform Engineering Field Change Notices (FCN) as necessary. 25. Measure and record all low-voltage power supply levels. 26. Measure and record phase-to-phase input voltages and currents. 27. Review system performance with customer to address any questions and to schedule any repairs. 28. Re-tighten all connections to the battery manufacturer's specifications. 29. Measure and record all battery connection resistances in ohms. III. Battery Inspection Service The contractor shall perform the listed services during the semi-annual and annual preventive maintenance service: 1. Check integrity of battery cabinet (if applicable). 2. Visual inspection of the battery cabinet and/or room to include: a. Check for NO-OX grease or oil on all connections (if applicable). b. Check battery jars for proper liquid level (if flooded cells). c. Check for corrosion on all the terminals and cables. d. Examine the physical cleanliness of the battery room and jars. 3. Measure and record DC bus ripple voltage (if applicable). 4. Measure and record total battery float voltage. 5. Load test each battery, to be performed in conjunction with testing the UPS to By-pass and maintenance by-pass switches which will require coordination with the customer for the work to be done on the weekend. IV. Corrective Maintenance As required the contractor shall perform the following services: 1. Refurbish cell connections as deemed necessary by the detailed inspection written report. 2. Service contract is to include 100% parts coverage. 3. Service contracts are to include one Semi-Annual and one Annual Preventive Maintenance Service scheduled by the contractor in coordination with USU personnel. 4. Service is to be performed by factory trained Battery Specialists or Customer Engineer. V. Access to the Base Technicians must be U.S. Citizens in order to enter the Base and USU and AFRRI Bldgs. They must provide proper identification such as a driver's license or other Govt. approved picture ID when signing in at the security desk. When scheduling the visit, the vendor must provide to the USU POC the technician's full name, date of the visit, and license number of the vehicle they'll be driving at least 48 hours prior to the visit in order to process the proper documentation for access to the Base and to reserve a parking spot. VI. Schedule of Services This contract includes 2 PM inspections, one to be performed at the beginning of each Semi-Annual inspection. VII. Reports The contractor should send a detailed written report of each inspection to the USU POC no later than 10 business days after completing the inspection detailing the findings in the inspection to include any deficiencies, corrective action needed, corrective actions taken and/or corrective actions planned. VIII. DoD-wide Contractor Manpower Reporting Requirements: The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for USU via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October for the period of performance of the preceding fiscal year. Evaluation The government intends to award a single firm-fixed priced (FFP) purchase order to the offeror representing the best value to the government based on the evaluation factors listed below. Evaluation factors are listed in order of importance, with most important listed first. The government will conduct a trade-off between price and non-price factors. The Government is not required to award to the lowest priced offeror or the highest technically rated offeror. The government reserves the right to award without discussions. Offerors responding to this RFQ, must submit quotes in accordance with the page limitations listed for each evaluation factor. Offerors who submit quotes in excess of the page limitations listed for each evaluation factor, may not be considered for award. Quote organization: Font Size: 11 Minimum Font Type: Calibri, Times New Roman and/or any other "similar" font type Evaluation Factors (listed in order of importance): • Technical Approach - Offerors are required to submit their technical approach to meeting the requirements outlined in the statement of work. Offerors must display a clear understanding of the requirements. Quotes submitted by offerors who fail to demonstrate a clear understanding of the requirement may not be considered further. Quotes submitted by offerors that include the following statement, or similar, without any supporting information, may be determined to not have a clear understanding of the requirement and may not be considered: "The offeror understands the requirements and the submitted quote has met all stated objectives." Maximum Number of Pages: 5 • Price: Offerors must include all applicable costs in their quote. The total quoted price for all applicable costs, inclusive of options, will be the evaluated price. The resultant award will be a firm fixed price (FFP) order. • Corporate Experience: Offerors are required to provide a narrative of their corporate experience in maintaining General Electric UPS batteries. Maximum Number of Pages: 2 • Past Performance: The Government shall evaluate the offeror's present and past performance on similar tasks completed within the past three years. Offerors must provide a minimum of two (2) customer references or CPARS reports for similar work performed. The Government reserves the right to select which reference(s) to contact. The following must be provided for each listed reference: a. Name of client and address b. Name of current point of contact including telephone number, e-mail address and title c. Contract number d. Contract value e. Contract period of performance f. A clear description of the supplies/services provided USU may request additional information at any time. Offerors will have an opportunity to address any adverse past performance history. Offerors who do not have any past performance history will not be rated favorably or unfavorably, but will instead receive a Neutral/Unknown rating for past performance. Offerors must clearly state in their quote if they do not have at least two (2) past performance references. Failure to provide this information may render an offeror's quote non-responsive and may not be considered for award. A strong history of relevant past performance may be more advantageous to the Government than a less relevant record of favorable performance. Offerors may provide past performance information for subcontractors and must provide the same level of detail as outlined above; however past performance information for the prime will be considered more important to the Government. The Government reserves the right to use data provided by the offeror and data provided by alternative sources in conducting its assessment of past performance history. Maximum Number of Pages: 2 Offerors must submit the following with their quote, if not completed in SAM registration: • Competed copy of provision 52.209-2 • Completed copy of provision 52.222-48 See attached list for applicable provisions and clauses for this requirement. Any question received after July 10, 2017 will not be answered. Questions will not be answered over the phone or submitted by any other means. All questions will be answered in an amendment to the solicitation posted on or around July 11, 2017. Quote packages are due by 12:00 PM Eastern Local Time on July 20, 2017. Offerors will receive an email confirmation that they quote was received and whether it was on time or late within two (2) business days. Failure to acknowledge the most recent amendment number, may render an offeror's quote non-responsive.
