- Combined Notice and Product Specs SPMYM3-17-Q-6109: JLM: 71162G01 & 2 This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Part 13 and Subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on FEDBIZOPPS (www.fbo.gov). The RFQ number is SPMYM3-17-Q-6109. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-95 and DFARS Change Notice 20161222. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The SBA Size Standard for NAICS Code 332312 is 500 Employees. The building panels and their installation being procured here are Brand Name Mandatory "Panel Built Incorporated" products. This is necessary to ensure proper fit and function and configuration with the rest of the buildings being enclosed. Products other than Panel Built Incorporated Brand Name Mandatory will not be evaluated for award. Consequently, the 100% SBSA is dissolved, and award will be made on the basis of "All or None". Evaluation The Government will award a purchase order resulting from this combined synopsis/solicitation to the responsible vendor whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Quotes will be evaluated based on the following criteria: - Technical Acceptability - Price Any deviations from the specifications must be clearly marked on the quote. PRODUCT SPECS: Portsmouth Naval Shipyard - Detachment San Diego Place of performance and POC are: Portsmouth Naval Ship Yard C/O Naval Base Point Loma PNS Det San Diego, CSS-11, T-Shed, Bldg 511 140 Sylvester Rd San Diego, CA 92106 POC: Zach Harris Tel: 619-572-9339 Exterior Walls for Lower Section of B231, B232, B233, and B234 on South Pier Each building's lower section is 40 feet in length and 20 feet in width. Exterior walls will cover 3 sides of each building's lower section for B231, B232, and B233. The walls will cover both 20 foot sides and (1) 40 foot side, so 80 feet of siding will be needed for each building (B231, B232, and B233). Exterior walls will cover all 4 sides of B234's lower section. 120 feet of siding will be needed for B234. A total of 360 feet of siding will be needed for all 4 buildings. The siding will be 8 feet uniform in height. Class A Exterior Walls - rated for 90 MPH wind loads Steel both sides of wall (S/S): 360 linear feet @ 8 feet in height The walls shall be 3" thick composite sandwich panels. The outside and inside facings shall be 26 gage galvanized stucco embossed steel pre-painted white. The core shall be 2.865" of one pound density polystyrene laminated using a structural adhesive. Wall panels shall be insulated to a minimum of R-11. Every 4' will have an aluminum extruded binder post with snap cover to house all the electrical components. All binder posts and window trim are painted to match the wall covering. POLYSTYRENE CORE: The polystyrene core shall have the following mechanical properties: Shear strength (flatwise): 18-22 PSI Shear Modulus (flatwise): 280 - 320 PSI The water absorption rate shall be less than 4%. WINDOWS: 20 TOTAL Picture Windows, 14 included (4 in B231, 4 in B232, 4 in B233, and 2 in B234) Picture windows shall be nominal 3'8" wide x 3' high. They shall be installed 42" off the floor. Window will be glazed with ½" clear insulated glass and shall be an integral part of the wall panel. The window shall be non-opening, and the entire window frame shall be painted in accordance with AAMA Specification 603.8. Horizontal Sliding Windows, 6 included (6 in B234) Horizontal sliding windows shall be nominal 3' wide x 3' high. They shall be installed 42" off the floor. Windows will be glazed with ½" insulated tempered glass. The window shall be an integral part of the wall panel. One side shall be stationary; the other half shall slide. The window shall have an integral locking mechanism with cam latch. The entire window frame shall be painted in accordance with AAMA Specification 603.8.
