- The U.S. Environmental Protection Agency's (EPA's) Office of Administration and Resources Management (OARM), has a requirement for a contractor to provide a Nationwide Fleet Management and Reservation System. The equipment and services required include implementation of the proposed Fleet Management and Reservation System on an as-needed basis across the agency. Individual Regions and Offices will determine if, and when, they participate in the implemented Fleet Management and Reservation System. EPA anticipates awarding a single 5-year, indefinite delivery, indefinite quantity (IDIQ) fixed-price contract. The IDIQ Statement of Work will be generic in nature to discuss the general requirements of the Fleet Management and Reservation System including, but not limited to: Initial Set-Up and Hosting Requirements, Kiosk Requirements, Licenses (Motor Pool, Maintenance, and Key Control), Hardware (Kiosks and Key/Card Box), Technical Support, and Training. Specific requirements will be identified in written task orders issued by the Contracting Officer. The DRAFT Statement of Work for the IDIQ contract is attached to this announcement. The statements of work for the first and second projected initial task orders will be a part of the IDIQ solicitation package. The first projected initial task order will encompass initial set-up of the proposed fleet management and reservation system in Region 2. The second projected initial task order will encompass initial setup of the proposed fleet management and reservation system in EPA Headquarters. The DRAFT Statements of Work for both projected initial task orders are attached to this announcement. The Government's evaluation of proposals will include assessment of each offeror's technical capability (products and services, management approach, corporate experience), past performance, and price. The price evaluation will be based on prices submitted for the first and second projected initial task orders and analysis of the fair and reasonableness of prices for anticipated services and products for future task orders. All non-price evaluation factors when combined (including past performance), are significantly more important than price. It is anticipated that any resulting IDIQ contract will specify a minimum order amount of $35,000 and a maximum order amount of $1,000,000. The North American Industry Classification System (NAICS) code for this acquisition is 541519, Other Computer Related Services. EPA intends to satisfy this procurement as a Total Small Business Set-Aside. The solicitation will be released through the Federal Business Opportunities website with electronic download via www.fedconnect.net, on or about July 18, 2017. This announcement is not a solicitation, proposals will not be accepted at this time. When the solicitation is released, all responsible sources may submit a proposal which will be considered by the Agency.
