- THIS IS A REQUEST FOR QUOTES TO REPLACE GASKETS ON BOILER #1 AT LUCE HALL, NAVAL STATION NEWPORT, RI. The Naval Facilities Engineering Command (NAVFAC) is seeking quotation on replacing all boiler gaskets for Boiler #1 located at Luce Hall, Naval Station Newport, RI. Once boiler sections have been reinstalled the contractor shall perform a hydrostatics test per ASME Code and manufacturers installation requirements. The boiler shall be boiled out, under supervision of the contractor, Navy boiler inspector and Navy chemical treatment contractor using chemical treatment recommended by Navy chemical treatment contractor. The contractor will perform a preliminary operational test. The solicitation is being issued as a Request for Quotation and will be evaluated on price and price related factors alone. The Government intends to evaluate quotes and award without discussion, but reserves the right to conduct discussions. Therefore, the offerors initial quote should contain the vendors best terms from a price and technical standpoint. If the lowest priced quote is determined to be fair and reasonable, award will be made without further consideration. The Government will award a Firm Fixed Price (FFP) contract for this project. Interested parties are also encouraged to register with this notice. Respondees are advised that the Government will not pay for any administrative costs incurred in response to this posting; all costs associated with responding to this notice will be solely at the interested partys expense. Paper copies will NOT be available. The address for downloading this solicitation from the Internet is https://www.neco.navy.mil. Contractors are encouraged to register for the solicitation when downloading from the Navy Exchange Commerce Online (NECO) website. Notification of any changes to this solicitation (Amendments) shall be made only on the internet. Interested Parties are solely responsible for monitoring the aforementioned site for any updates and/or amendments to any and all subject documents. It is the sole responsibility of all Interested Parties to register for notification updates to any and all subject documents for the said action. All contractors MUST be registered in the System for Award Management database or their quote will not be considered. Contractors can obtain further information on the System for Award Management at Web Site https://www.sam.gov. A pre-bid site visit will occur on or about the date indicated by the attachments to this announcement. Please submit all questions in response to this notice via email by 2 p.m. Eastern Standard Time 24 June 2017. Questions received over the phone or received after this date will not be answered.
