This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (1) SET ASIDE: This solicitation is 100% set aside for small business; the associated NAICS code is 332311 The small business size standard is 750 EMPLOYEES [The average number of employees of the concern is used (including the employees of its domestic and foreign affiliates) based upon numbers of employees for each of the pay periods for the preceding completed 12 calendar months.] Size standards will be verified prior to making award by the Contracting Officer. (2) GENERAL: The purpose of this solicitation is to Relocate Modular Structures, B418 911AW to B304 171ARW in accordance with the attached statement of work and drawings Two existing two story modular office buildings (MODS) are to be relocated from the 911AW B418 to the 171ARW B304. The upcoming construction projects in B418 require the removal of all items from the hangar floor. The intent of this contract is to dismantle the two existing MODS to a condition suitable for highway transport. Transport the MODS from the 911AW property via public roadway. The contractor shall then reassemble the MODS inside B304 at the 171ARW. The contractor shall be responsible for providing all labor and materials to accomplish these tasks. (3) EVALUATION AND AWARD; In accordance with the FAR 13.106-1(a)(2) offerors are notified that award will be made to the lowest priced offer that meets the minimum requirement or presents the best value to the government. Offer will be evaluated in accordance with FAR 13.106-2(b). In accordance with, FAR 52.212-1(b)(4), offerors are reminded that as a minimum, offers must show a technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary. The Government intends to award a Firm Fixed Priced contract as a result of this solicitation. (4) STATEMENT OF WORK: Reference the attached statement of work entitled Relocate Modular Structures, B418 911AW to B304 171ARW Pittsburgh IAP, PAANG (5) PRICE SCHEDULE: CLIN 0001: MO VE MODULAR BUILDINGS FOR 171ST EXPANDED ALERT FACILITY Unit of Issue: JOB Qty: 1 Total: ______________________ (6) TO PROPOSE: Firms shall provide the following: Provide a Lump Sum[job] price for CLIN 0001 (7) Period of Performance/Delivery: 45 days after award (8) SITE VISIT: 171 ST Air Refueling Wing Civil Engineering Building 300 Tanker Road Coraopolis, PA 15108 A site visit is scheduled Wednesday 5 July 2017, 1:00 PM Eastern Time. Interested firms shall email the following information to MSgt. Francis McNulty, francis.x.mcnulty2.mil@mail.mil no later than 11:00 AM Eastern Time, Wednesday 5 July 2017, name of attendee, driver's license number and state of issue. Upon arrival present a Valid Driver's License, Proof of Insurance, and Vehicle Registration. Per Federal Acquisition Regulation Clause 52.237-1, Site Visit; Offerors are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after award. (9) PROPOSAL DUE DATE: Proposals shall be sent via e-mail to MSgt. Francis McNulty, francis.x.mcnulty2.mil@mail.mil and received no later than 4:00 PM Eastern Time on 12 July 2017. Late proposals will not be accepted. Proposed pricing shall be valid for 60 calendar days. (10) REQUESTS FOR INFORMATION; Requests for information (RFI's) shall be e-mailed to the Contracting Officer MSgt. Francis McNulty, francis.x.mcnulty2.mil@mail.mil within 4 business days of the solicitation close date. (11) SCHEDULE:. •a. 911AW Normal work hours shall be between 7:30 and 4:00 PM with no work on federal holidays •b. 171AW Normal work hours shall be •1) 1st week: Monday to Thursday from 0700 to 1630 hours as well as Friday from 0700 to 1530 hours •2) 2nd week: Tuesday to Friday from 0700 to 1630 hours (12) System for Award Management (SAM) / iRAPT (formerly WIDE AREA WORK FLOW): The Government requires that all contractors doing business with this office be registered with the SAM.
