Description
This contract action is for the acquisition of supplies for which the Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(1). The National Institute of Environmental Health Science (NIEHS), Office of Acquisitions (OA) intends to award a single source purchase order to Molecular Devices, 1311 Orleans Drive, Sunnyvale, CA 94089, for the acquisition of a SpectraMax L Luminescence Microplate Reader system. The components of this system are as follow: Item # Description 1 SpectraMax L Config - SpectraMax L Luminescence 1 Microplate Reader, includes SpectraMax L Luminometer (1 each) 2 0310-5650- Two PMTs with automatic switching between 96-and 384-well plates. 3. 0310-5882 - Dual Injector Option for SpectraMax L reader (auto aperture) (included)(1 each) 4 SMP7 GOV - Non-expiring license for latest version of SMP7 (included) (1 each) 5 0310-1922 - PC, Desktop Bundle, Small Form Factor Dell Optiplex, 17" Monitor (included) (1 each) The Reproductive & Development Biology Laboratory (RDBL), is comprised of five research groups that study the mechanisms and molecules with key roles in reproduction and development. The purposes of these studies contribute toward, understanding the basic processes involved in regulating reproduction and development; providing the advanced knowledge needed to prevent, diagnose and treat diseases and disorders that affect human reproductive health; identifying the network of signals regulating developmental processes and events leading to the occurrence of developmental defects; and furnishing the basic information necessary to identify targets of environmental agents with detrimental effects on reproduction and development. The Receptor Biology Group requires this SpectraMax L Luminescence MicroPlate Reader system for cell reporter assays and will also be utilized for BRET analysis to look at protein-protein interactions. To keep consistency within the lab's experimental design and historical data and to facilitate the need for repeating many experiments, which could cause current research to be altered, purchase of this luminometer is required. The SpectromaxL with dual injectors and two PMTs system is capable of providing the following unique capabilities; compatibility between data and experimental design of currently used system, a 2 fold-speed improvement over a single detector which is important for a highly utilized instrument, this configuration enables BRET assay detection, automatic calibration based on 4 internal LEDs, ability to read both 96 and 384 plates in both orientations, PMT overload protection, injectors use peristaltic pumps for mixing, are paired and are capable of injecting two reagents into plates and that volume can be dispensed between 10 ul and 100 ul with a precision of +/- 1 uL and also carry a unique autowash function. These capabilities are critical for the completion of current and future studies The applicable North American Industry Classification System (NAICS) Code for this acquisition is 334516 "Analytical Laboratory Instrument Manufacturing" and a Size Standard of 1000. The anticipated period of performance is 6 weeks, ARO. NIEHS will solicit and negotiate directly with Molecular Devices and no solicitation will be issued. This notice of intent is not a request for competitive proposals or quotations; however, all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. Interested parties must express their interest and must be submitted in writing via email to Valarie K. Sims at valare.sims@nih.gov and are due by 10:00 AM, July 8 2017. No faxed documents will be accepted. If no responsive statements are received by the due date, an award will be made to Molecular Devices.
