Attachment D - Draft Statement of Work Attachment C - Local Hotels Attachment B - Directions from Norfolk International Airport Attachment A - Base Elizabeth City Visitor Request INDUSTRY DAY REGISTRATION INFORMATION The Long Range Surveillance Product Line Division (LRS PLD) of the U.S. Coast Guard (USCG) Aviation Logistics Center (ALC) will host an Industry Day for draft Statement of Work (SOW) review and discussion between industry and the USCG. The LRS PLD has a need to establish continued support for Progressive Structural Inspection (PSI) and Depot Level Maintenance (DLM) of C-130H and C-130J aircraft. The USCG ALC is responsible for providing aviation support in DLM, engineering, supply, procurement, information services, and acquisition project execution for the USCG's aviation community. The C-130H and C-130J aircraft are the USCG's LRS aircraft providing critical Search and Rescue, Law Enforcement, Logistics, and Marine Environmental Protection response to the United States of America. The PSI is the depot level inspection of the C-130 series aircraft to ensure airworthiness through detailed non-destructive inspection procedures. Additionally, these inspections ensure compliance with Aircraft Structural Integrity Program (ASIP) requirements. The PSI and corresponding repair work is required to be completed on each aircraft every 48 months due to the corrosive environment in which USCG aircraft operate throughout the world. Other services required will include Unscheduled DLM (UDLM, drop-in maintenance), PSI Extension Inspections (PEI), Contract Field Team (CFT) support, back-shop support, and various other duties required by the SOW. The Contractor's place of performance for this requirement shall be at the USCG Heavy Maintenance Facility (HMF) located at ALC in Elizabeth City, NC with the exception of de-paint and paint services; and travel performed by CFTs to field units if the need arises. ABOUT THE EVENT : The LRS PLD will host a half-day event to provide a forum by which the LRS PLD will communicate an overview of C-130H and C-130J PSI and DLM operations and requirements. It will provide an opportunity for industry input on the draft SOW prior to issuing a Request for Proposal for re-competition of the PSI/DLM support contract. Date: July 19, 2017 Sign-In Time: 8:00 am - 8:30 am Event Start Time: 8:45 am Event End Time: 12:45 pm Location: U.S. Coast Guard Aviation Logistics Center Heavy Maintenance Facility 1060 Consolidated Rd. Elizabeth City, NC 27909 An agenda will be provided not later than July 7, 2017. WHO SHOULD ATTEND : Companies large and small, including socio-economic businesses with the capability and experience to provide labor and other support for up to four (4) C-130 aircraft undergoing PSI at any one time, along with concurrent additional aircraft in work for UDLM, PEI, the Rapid Modification Production Line or Avionics Modernization Line. Potential offerors will be required to meet the following minimum criteria: - Provide documentation to certify eligibility to obtain a Non Disclosure Agreement (NDA) and/or Proprietary Information Agreement (PIA) with the Original Equipment Manufacturer (OEM), Lockheed Martin, to view and utilize proprietary technical manuals and data specific to the HC-130J aircraft (SOW 4.0). - Establish primary place of performance as the USCG ALC HMF. (SOW 5.9). - Ability to complete the PSI within 220 days (SOW 17.0). - Paint facility meets runway and facility requirements as listed in the SOW (Section 11.0). - Possesses and maintain a registered Defense Logistics Service Center (DLSC) certification number, which is provided on the Offeror's DD Form 2345(SOW 4.0). - Possess and maintain ISO Certifications (Minimum AS 9100). The North American Industry Classification System (NAICS) code for this requirement is 488190, Other Support Activities for Air Transportation. The Small Business Size Standard is $32.5M average annual revenue. There is no cost for this event. REGISTRATION: - Seats will be limited and reservations will be based on a first come-first served basis. - Space is limited to the first 60 registrants. - Please limit the number of attendees from your company to two (2) people. - Registration will close at 3 pm EDT on July 13, 2017, or when attendance limit is reached; whichever is sooner. - Each company must submit a fully completed Base Elizabeth City Visitor Request (Attachment A) to Victoria.H.Kocher@uscg.mil for admittance to the Industry Day site. This will serve as your registration to the event. Base Security may deny entry to visitors not listed on the form. - Holders of RapidGATE identification are encouraged to use their ID when entering the HMF. - All attendees are requested to provide their capabilities statements with their registration.
