- Imperial Sand Dunes Recreational Area (ISDRA) Refuse Collection and Disposal Services THIS IS A SOURCES SOUGHT NOTICE ONLY for market research purposes to identify interested vendors for the potential requirement detailed below. A formal solicitation and performance work statement are not available. Additionally, in accordance with FAR 19.5, Set-Asides for Small Business, the Government will review the information requested in this announcement to determine the type of set-aside (if any) for this requirement, should it come to fruition. The Bureau of Land Management (BLM) has a potential need for labor, supervision, materials, licenses, permits, tools, materials, vehicles, insurance, transportation, and equipment necessary for collection and disposal of refuse within Imperial Sand Dunes Recreational Area (ISDRA) in accordance with local, state, federal and OSHA regulations. It will be the contractor ¿s responsibility to determine the quantity of six cubic yard dumpsters. The dumpster shall be fitted with a device, or mechanism, preventing the lids from being left open; however, access to the dumpster shall be low enough to allow visitors to place the refuse in the dumpster and emptied frequently enough to ensure no refuse overflow is on the ground. The contractor shall reduce the attraction of predators through proper management of the refuse. All dumpster shall be regularly inspected and emptied to prevent spillage and maintain sanitary conditions. The dumpsters shall have self-closing lids to prevent wind, common ravens, and mammals from opening the containers. The lids are required to not only protect endangered species, but to also ensure that refuse does not blow out of the dumpsters and that scavenger animals are kept out of the dumpsters. Although the Government identified specific dumpsters to use, if there is an alternate way or equipment to satisfy the Government ¿s minimum requirement, you may propose an alternate innovative method or equipment for consideration. The contractor shall be responsible for picking up any/all refuse that is on the ground and within a 25-foot radius of the dumpsters. Refuse shall not remain on the ground, within a 25-foot radius of the dumpsters, for longer than 3 hours. The contractor shall keep the dumpsters in good repair and appearance (i.e. the lids in good working condition and the lid limitation device in a working order, so that the lids cannot be left open or blown open by the wind). The contractor shall be responsible for properly and legally disposing of all items in the and around the dumpsters. Examples of items that may require special disposal are, but not limited to the following: tires, oil, batteries, RV awnings, or white materials (i.e. small appliances). All refuse and recyclables shall be disposed of according to all applicable local, state, and federal laws in an approved landfill or transfer station (please provide the actual location of landfill or transfer station). Historically, 505 tons of refuse has been collected on an annual basis. The North American Industry Classification System (NAICS) code is 561720 and the size standard is $18M. All business concerns who believe they can responsibly perform this requirement should submit the following information to the contract specialist, April Blodgett, ablodgett@blm.gov, no later than 5 p.m. EST, Friday, July 7, 2017. 1.Capability statement describing corporate expertise and technical qualifications in the work described above. 2.Past performance information describing other contracts for similar services your company has been awarded. Past performance information should be submitted for projects conducted within the last three years and include: project title, location, whether the work was as a prime or subcontractor, contract number, if available, and total dollar amount and date. 3.Company name, address, email address of government point of contact, phone number and must provide DUNS number. 4.Location where the refuse will be disposed of. 5.Copy of your recycling plan, if available. NOTE: All information submitted in response to this announcement is voluntary - the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Materials submitted to the Government for review will not be returned. Respondents will not be notified of the results of the evaluation. This is not a request for proposals. The Government does not intend to award a contract based on responses received under this announcement.
