- The U.S. Army Corps of Engineers, New England District will be issuing an Invitation for Bids for the Replacement of the Elevators at the Cape Cod Canal Railroad Bridge in Bourne, Massachusetts. The NAICS code for the work is 238290. The project is expected to take approximately one year to remove the existing elevators and replace them. The estimated construction cost is between $1,000,000.00 and $5,000,000.00. This solicitation will be unrestricted. Any responsible source meeting this standard may submit a bid to be considered by the New England District. The scope of the project is as follows: • Provide two complete elevator systems (rack and pinion), one for each tower that is appropriate for the enclosed shaft dimensions on the railroad bridge. Manufacturer must be capable of maintaining the system in a timely manner upon request. • Equip new doors and elevator shaft with a transparent material on the side facing the bridge. • Provide new electrical systems and controls for the new elevator systems to include new conduits for elevator electrical lines. • Provide for one new stop and landing in each tower. This procurement has a Definitive Responsibility Criteria (DRC). After bid opening but prior to award, the apparent low bidder will be required to furnish documentation as follows: 1.The prime contractor or subcontractor responsible for the elevator must show at least one prior project that involved installing exterior elevators in a marine environment and 2. The prime contractor or his subcontractor has at least one maintenance facility- including warehousing of the parts relevant to the elevators called for in the specification- in Massachusetts, Rhode Island, Connecticut, New York, Maine, Vermont or New Hampshire. 3. The Prime contractor or his subcontractor can provide a one year warranty during which time emergency callback service shall be included and available 24 hours a day, 7 days per week, with an initial telephone response time of one hour and a response time of 4 hours for a mechanic to the site and service and inspection at 6 months. The apparent low bidder will be required to submit a copy of the warranty policy and one reference that can positively attest to the service response time required above. This is NOT an invitation for bids at this time. The solicitation requirements and contract documents to include instructions for submission and the response date will be available on or about July 10th, 2017. Please note this solicitation will be unrestricted. Neither telephonic, mailed nor faxed requests for hard copies of this solicitation will be accepted. The solicitation will only be available online; in order to download the solicitation offerors must access the Federal Business Opportunities website (www.fbo.gov).
