- This is a SOURCES SOUGHT ANNOUNCEMENT to conduct market research for developing a procurement strategy for a possible upcoming opportunity entitled "Salvage vessel or floating crane services in the Hoquiam Navigation Channel, Washington". The purpose of this notice is to measure the interest of Small Businesses (SB), 8(a), Small Disadvantage Business (SDB), Women Owned Business, Service-Disabled Veteran Owned Small Business (SDVOSB), or HUBZone prime contractor business sources and their size classifications relative to the North American Industry Classification System (NAICS) code of "488330" - Marine Salvaging Services (size standard of $38.5M) for the subject opportunity. The USACE Seattle District identified a sunken watercraft at Grays Harbor at the mouth of the Hoquiam River in Washington. The sunken vessel has been deemed a navigational hazard jeopardizing lives, property, and the environment. An army diving unit, with salvage capabilities, will excavate and prepare the vessel with lifting straps. A USACE contracted barge/crane will lift it out of the river onto the barge deck. In addition, the contracted barge/crane services will install two temporary mooring buoys for use by the Government dive support vessel, M/V Shoalhunter. This contract requires the barge/crane be fully capable of lifting the vessel out of the river, store it on the deck, and be responsible for the disposal of the salvaged vessel. Crane safety, as well as general safety to personnel and equipment is extremely critical. The Contractor shall provide all management, personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and applicable licenses and permits necessary for the salvage vessel or floating crane services. SCOPE AND SERVICES: 1. Provide salvage vessel or floating crane services with approximately 720 square feet of deck space available for dive and salvage equipment, and enough additional deck space for the salvaged vessel. Boat to be salvaged is approximately 27FT long X 8FT wide X 6FT tall, fiberglass or metal hull (not exactly known at this time). It is estimated that vessel has been in the location about 3 years. The vessel is roughly half full of sand. It is not known if any motors or any other equipment are on the vessel. 2. Sunken vessel approximate location is UTM :N=614,009.1, E=798,275.8; 46 58 03.5836 N, 123 52 26.9488W; 46 58.059726 N, 123 52.449146W; 46.9676621 N, 123.87415244 W. Vessel is in approximately 40-50 FSW(Feet of Sea Water) depending on tides. 3. Install two anchored mooring buoys, one upstream and the other downstream of the salvage vessel. The anchors must be suitable for holding the M/V Shoalhunter (60' vessel weighing 50,000lbs) in a 4 knot current and 25 knot winds. 4. Assist Army divers in recovery of sunken vessel, provide hoist/crane to lift recovered vessel from waterline to placement on deck. Divers will only be able to dive during slack tide. Army divers will provide slings and any other underwater needed equipment. 5. Dispose of salvage vessel and any associated hazardous materials. 6. Must Provide HAZMAT spill response capabilities. A Stability Analysis is required. NOTE: This requirement is for services. In accordance with FAR 52.219-14 - Limitations on Subcontracting, at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. REQUIREMENTS: Provide the following in response to this sources sought synopsis: 1. Two examples of relevant projects involving salvage vessel services work or floating crane services, examples include but not limited to: a derrick barge capable of lifting the salvage vessel with past marine construction experience, within the past 5 years. Examples should include the following information: a. A description of the work; b. Dollar amount of the work; c. Location of the work; d. Contact information for the past experience project. 2. Written description or specifications of equipment to be used in vessel salvage. 3. Provide your company's name, address and CAGE code and/or DUNS number. 4. Provide information regarding representation or certification as a Small Business (SB), 8(a), Small Disadvantaged Business (SDB), Women Owned Business (WOB), Service-Disabled Veteran Owned Small Business (SDVOSB), or HUBZone. Send your notice of interest to this project as soon as possible, but NO LATER THAN 2:00pm (Pacific Time) on 07 July 2017.
