Description

Notice of Intent to Sole Source The Department of Veterans Affairs (VA) Network Contracting Office (NCO) 21 intends to enter into a contract with ALKO Enterprises, Inc., 7416 N. Broadway Ext., Suite H, Oklahoma City, Oklahoma 73116 for the procurement of a 3-D x-ray machine with a wide array of salient characteristics for the VA Pacific Islands Health Care System (VAPIHCS), HCS Radiology Department, 459 Patterson Road, Honolulu, Hawaii. The applicable North American Industry Classification System (NAICS) code for this acquisition is 334517 Irradiation Apparatus Manufacturing and the business size standard is 1,000 employees. The supply classification code is 6525 Imaging Equipment and Supplies: Medical, Dental, Veterinary. The authority for a sole source procurement of the equipment and the exemption from Federal Acquisition Regulation (FAR) part 6 is provided by the Veterans Benefits Act of 2003 (15 U.S.C. §657f), FAR 6.302-5 Authorized or Required by Statute, and the Department of Veterans Affairs Acquisition Regulation (VAAR) 819.7008 Sole Source Awards to Veteran-Owned Small Business Concerns. ALKO Enterprises, Inc. has been verified as a veteran-owned small business concern in the VIP database, and there is a class waiver to the nonmanufacturer s rule (NMR) for NAICS code 334517. THIS NOTICE OF INTENT TO SOLE SOURCE IS NOT A SOLICITATION, AND QUOTES ARE NOT REQUESTED. A determination by the U.S. Government to not compete this proposed procurement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Inquiries will only be accepted in writing via email to susanne.christen@va.gov. Telephone inquiries will not be accepted. Responses to this announcement must be received no later than 1 p.m. Eastern Standard Time (EST) on July 18, 2017. Interested parties may request a copy of the contemplated solicitation by emailing a request to susanne.christen@va.gov. All responsible sources may submit a quote which shall be considered by the agency. Any quotes submitted in response to the contemplated solicitation shall be submitted by the closing date and time of the solicitation. Any quotes submitted after the solicitation s closing date and time may not be considered. The decision shall be at the sole discretion of the contracting officer.
