- Market Research - Request for Information (RFI) from Suppliers of Graphene This Request for Information (RFI) is for market research purposes only. All questions relating to this notice shall be sent via email to Army Contracting Command-Aberdeen Proving Ground (ACC-APG) point of contact (POC) James Reed, norbert.j.reed.ctr@mail.mil. The information submitted by industry is for planning purposes only and is not to be construed as a commitment by the Government to procure any items/services, or for the Government to pay for the information received. No award will be made as a result of this market survey. All information is to be submitted at no cost or obligation to the U.S. Government. The U.S. Government reserves the right to reject, in whole or in part, any private sector input as a result of the market survey. The U.S. Government is not obligated to notify respondents of the results of this survey. Any documentation provided will not be returned. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. The Army Contracting Command - Aberdeen Proving Ground (ACC-APG), in support of Program Executive Office (PEO) Soldier, Project Manager Soldier Protection and Individual Equipment (PM SPIE), Fort Belvoir, VA 22060, is seeking information from potential industry partners regarding who can provide graphene in amounts detailed below for Government testing & evaluation of the chemical and mechanical properties of the material within nine (9) months. The Government will also assess the ballistic performance of the graphene. TECHNICAL REQUIREMENTS: Graphene on rolls with the width of graphene on substrate to be a minimum of 15cm with larger widths desired. Length of rolls can vary, but minimum roll length is 92 cm for a total of 7000 cm to be procured for each substrate up to four. Graphene should have continuous chemical structure (carbon-carbon bonding, crystalline allotrope of carbon with 2-dimensional properties) throughout entire surface area of substrate (min 15ch x 92cm). Smaller sizes or graphene flakes are not to be considered. Substrates with no graphene will also be evaluated by government for comparison. Varying layers of graphene on a single substrate are also desired. A minimum of a single layer and five layers is required, but multiple layers of 1000, 2000, 3000, and 5000 layers are desired. NOTE: No Graphene is required to be submitted in response to this RFI. SUBMISSION REQUIREMENTS: Responses shall be prepared in Microsoft WORD, at a maximum of ten (10) pages with no additional attachments. All Proprietary information shall be clearly marked and will not be disclosed outside the U.S. Government. Responses shall include the following information: 1. COMPANY INFORMATION: a. Business Name; b. Street Address; c. Point of Contact (name, email and phone #); d. CAGE code; e. North American Industry Classification System (NAICS) code(s); f. Business Size and any Socio-economic status; and g. Interest as a Prime Contractor or a Sub-Contractor 2. CAPABILITY STATEMENT: The statement shall present the vendor's technical capabilities and place of performance. Interested vendors shall respond to the RFI by submitting a detailed description in the form of a technical white paper to include: a. The method(s) of producing the graphene; b. The types of substrates that the graphene can be provided on; c. The sizes that can be provided; d. The number of layers of graphene that can be provided on a single substrate; e. Data on chemical and mechanical properties for a single layer and for multiple layers of graphene and how and where tested; and f. Rough order of magnitude (ROM) unit price per substrate and number of graphene layers. 3. SUBCONTRACTING POSSIBILITIES: Responses shall include the following information: a. Are you interested in proposing as a Prime or Subcontractor? b. If proposing as a Prime, will any portion of the process be sub-contracted to another firm? c. Response shall also indicate the interest in teaming and whether there is intent to propose under a teaming arrangement; identifying the teaming partner, their role, and business size status (large or small), under NAICS 313310. d. Response shall estimate the maximum percentage of the overall requirement (all positions) which your organization could perform with in-house resources. Consider the language at FAR Clause 52.219-14(c) -- Limitations on Subcontracting in your response. Can your firm individually complete more than 50% of the work? If so, how? 4. COMMERICIAL AVAILABILITY: Each response shall address: a. Whether the supply is available from your company commercially and whether it is made available to the general public, and/or non-governmental agencies; or b. If the supply is NOT available commercially from your company, who is it generally sold to? 5. OTHER INFORMATION: Responses may include a statement indicating whether there any requirements listed in this RFI that seem unreasonable or difficult to meet? If so, please explain.
