- The purpose of this announcement is to provide the DRAFT Solicitation for the 5.0X AIRWorks, N00421-17-R-0013. DISCLAIMER: This is a DRAFT Solicitation to obtain industry input/questions. The information provided in this notice is subject to change and is not binding on the Government. This notice DOES NOT constitute a Request for Proposal (RFP) and is not a commitment by the U.S. Government to procure subject services. No funds are available to pay for preparation of responses to this notification. Any information submitted by respondents is strictly voluntary. No basis for a claim against the Government shall arise as a result from a response to this announcement. Description of Requirement: AIRWorks supports the Workload Acceptance process for the Naval Air Warfare Center Aircraft Division (NAWCAD) and has a need for Contractor Support Services (CSS) to provide analytical, administrative, and management support services in identifying, capturing, and tracking requirements for incoming and outgoing funds through the AIRWorks Database (AWDB). The contractor shall assist the Government in ensuring that the requirements are processed in accordance with applicable statues and regulation, workload acceptance policy, current and future workload acceptance, ensuring the work being performed is within NAWCAD's mission. The Government is beginning to transition to fixed-price contracts for knowledge based services after mandate from the NDAA FY17. This contract is a Firm-Fixed Price Level of Effort (FFPLOE) contract. Attached are the draft solicitation and the Contract Surveillance Plan (CSP). The government encourages industry to provide comments on all sections of this solicitation from vendors of all business sizes, even though this is an Economically Disadvantaged Woman-Owned Small Business (EDWOSB) set-aside. The following questions are specifically related to the FFPLOE contract type: •1. Given the nature of FFPLOE contracts, which of the available payment methods (i.e. progress payments, monthly payments, etc.) are preferable and why? •2. Has the Government provided sufficient information for industry to establish a clear pricing methodology? •3. Are the Government's instruction and selection criteria clear in Sections L and M? (Section L, paragraph 3.7.2 and Section M, paragraph 3.0) Please review the Draft Solicitation and provide feedback. Please provide specific comments. The Government requests that any responses in regards to the DRAFT Solicitation be submitted via e-mail no later than 14 July 2017 at 3:00 P.M. EST to the Contract Specialist, Melissa Tennyson, at melissa.tennyson@navy.mil. All responses must include the following information: Company Name, Company Address; Company Business Size; and Point-of-Contact (POC) name, phone number, fax number, and e-mail address. The solicitation number is N00421-17-R-0013. The North American Industry Classification System (NAICS) code is 561110 with a small business size standard of $7,500,000. The Product Service Code (PSC) for this requirement is R408 - Program Managment/Support Services. This is a new requirement.
