Description
This Small Business Sources Sought Notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for Market Research. The National Institutes of Health (NIH) Eunice Kennedy Shriver, National Institute of Child Health and Human Development is conducting a market survey to determine the availability and technical capability of qualified small business, veteran-owned small business, service-disabled veteran-owned small business or HUBZone small businesses capable of providing Targeted knock-in of a gene in the mouse genome. Thyroid hormone is important for promoting development and also for maintaining general health in adulthood. Type 3 deiodinase (encoded by Dio3 gene) is a thyroid hormone-inactivating enzyme. It is present in in embryonic, postnatal and adult tissues. Its expression pattern has suggested a protective role of Dio3 in immature and developing organs. To understand more precisely the tissues and cell types in which type 3 deiodinase functions, it is important to be able to trace accurately the expression pattern of the Dio3 gene. This has been a difficult challenge because the protein is expressed at low levels. There is no antibody available that reliably detects type 3 deiodinase in natural tissues. The knock-in mouse model proposed in this project is designed to bypass these difficulties and allow sensitive detection of type 3 deiodinase protein with precise cellular resolution in natural tissues. The goal of the work is to generate a mouse strain that carries a specific, heritable alteration in one of its genes. The task involves the application of gene targeting technology which is based on the process of homologous recombination to introduce the mutation into the desired gene. This is performed in mouse embryonic stem cells which are used to create founder mice carrying the targeted mutation. The mutation should be transmitted through the germline of the founder mice to allow generation of a colony of mice carrying the mutation for analysis. The intended procurement will be classified under North American Industrial Classification (NAICS) code 541711 with a size standard of 500. All respondents are requested to identify their firm's size and type of business. Interested firms responding to this market survey must provide (a) capability statement demonstrating their experience, skills and capability to fulfill the Government's requirements for the above. The capability statement shall be in sufficient enough detail, but not to exceed 15 pages, so that the Government can determine the experience and capability of your firm to provide the requirements above. Your capability statement, not to exceed 15 pages, should include references. Capability statement must be received at the email address identified in this synopsis by 11:00 A.M. local time on July 10, 2017.
