Description
NOTICE OF INTENT TO AWARD A SOLE SOURCE PURCHASE ORDER The Federal Railroad Administration (FRA) intends to award a Sole Source, Firm-Fixed Price (FFP) purchase order to SENSR Structural Monitoring Solutions, Reference LLC, 111 Cooperative Way, Suite 100, Georgetown, TX 78626, for "A New Method for Detecting the Onset of Scour and Managing Scour Critical Bridges." This research and development effort is a continuation of work begun under DTFR53-13-C-00038. This award was made using a competitive Broad Agency Announcement process. This research will build upon the six bridges currently that are instrumented with CX1 sensors will continue to be monitored through the end of 2017. The pier response data from the bridges will be cross-referenced with the true scour condition of the bridges. The combined data sources will qualify the effectiveness of this inspection methodology and finalize the qualities needed for a viable commercial solution. The remote monitoring system will be used to measure and communicate pier alignments and vibration responses to off-site inspectors and engineers for real-time management of the bridges. As part of this activity, field support will continue to be provided for the six instrumented bridges through the end of 2017. This consists of periodically checking in on the system and ensuring that all sensors are collecting data. Additionally, at least one field inspection will be performed for each of the four original systems (CP Tomah, CP Watertown, BNSF Nodaway, and BNSF Gorin). The field inspection will check for any cable damage, sensor damage, or SENSRnet damage. The proposed contract action, for which the Government intends to solicit and negotiate with only one source, is under the authority of FAR 6.302-1 and 41 U.S.C. 253(c)(1). This notice of intent is not a request for competitive proposals; however, interested parties may identify their interest and capability to respond to the requirement. Interested parties with the capability of meeting the proposed requirements are requested to provide an email to the FRA point of contact, Angeline Behrend at Angeline.Behrend@dot.gov no later than 1:00 p.m. ET, Wednesday, July 18, 2017, expressing interest and outlining their capabilities and qualifications to perform the effort. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
