- NASA Armstrong Flight Research Center (NASA/AFRC) intends to solicit and award a sole source contract under the authority (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements" to General Electric (GE) Aviation of Cincinnati, OH for the purchase of three (3) GE F414 engines. The contractor shall provide three new GE F414 engines to NASA/AFRC. The Government does not intend to acquire a commercial item using FAR Part 12. Interested sources may submit their capabilities and qualifications to provide the required engines in writing to the identified point of contact not later than 12:30 p.m. Pacific Time on July 20, 2017. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit a response which shall be considered by the agency. Submittals shall be submitted electronically to James G. Williams via email at james.g.williams-1@nasa.gov prior to the due date and time. NASA Clause 1852.215-84, Ombudsman, is applicable.
