Description
Notice of Intent to Sole Source The US Department of Transportation (DOT), Pipeline and Hazardous Material Safety Administration (PHMSA), Acquisition Services Division hereby issue this Notice of Intent to Sole Source. PHMSA intends to award a sole source firm-fixed price contract to the Harvard University's John A. Paulson School of Engineering and Applied Sciences (Harvard University), located at 29 Oxford Street, Cambridge, MA, 02138 for researching the rapid classification of hazardous materials in transportation. Harvard University is the only authorized source of specialty research regarding rapid classification technology. Harvard University is a world renowned institution and has particular expertise in chemical analysis and the development of successful characterization techniques based on microporous material like W-INK. The head scientist who has spent several years in this specific field manipulating and refining properties of microporous material is Dr. Joanna Aizanberg of their Departments of Materials Science and Engineering and Chemistry. She is also the Director of Harvard's Kavli Institute for Bionano Science and Technology. Additionally, due to her unique skills, Dr. Aizenberg is able to readily tune the properties of microporous materials to specific applications like the rapid classification of hazardous materials in transportation. Harvard University is the sole proprietary owner of the R&D research regarding rapid classification technology. PHMSA's research indicates that no other source exists that will satisfy this requirement of researching rapid classification technology. The NAICS code is 611310 [COLLEGES, UNIVERSITIES AND PROFESSIONAL SCHOOLS]. This notice is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, sources may submit descriptive literature; fully documenting their capability to provide the research with rapid classification technology stated above within the timeframes needed which will be considered by the agency. It is anticipated that an award will be issued to Harvard University, within approximately fifteen (15) days after the date of this notice unless the Government determines that any other organization has the capacity to meet this requirement. All responses shall be received no later than 3:00 PM ET on 20 July 2017 to the attention of Shaukat Mirza via email at shaukat.Mirza@dot.gov.
