- Performance Work Statement (Draft) This sources sought is for information and planning purposes only and is issued for the purpose of market research in accordance with FAR Part 10. The Department of the Army, Mission and Installation Contracting Command (MICC), Fort Eustis, Virginia is currently requesting information to determine the existence of viable small businesses that are interested and capable of performing Full Food Services (FFS) at Fort Benning, Georgia Dining Facilities. This sources sought is not limited to any socioeconomic program and/or business set-aside. However, all offerors are hereby notified that this sources sought is subject to the Randolph-Sheppard Act and the Javits-Wagner-O'Day Act for the operation and management of military dining facilities. A technically acceptable offer from a qualified state licensing agency (SLA) who are blind or severely disabled will receive preference. As a result of this notice, the Government may issue a Request for Proposal; however there is no solicitation available at this time. This notice is for planning purposes only, and does not constitute an Invitation for Bids, a Request for Proposals, Solicitation, Request for Quotes, or an indication that the Government will contract for the items contained herein. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this notice. The Government will not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this sources sought notice. Any responses received will not be used as a proposal. This acquisition is for food service requirements to meet Full Food Services (FFS) needs at Fort Benning, Georgia Dining Facilities. The Contractor shall provide quality services in support of the installation food service program that supports the Warfighter with flexible, efficient and cost effective service. The service outlined in this requirement encompasses thirteen (13) Dining Facility Management functions, food preparation, facility sanitation and janitorial duties. Performance criteria for overall Dining Facility duties fall under Contractor responsibilities. The Government contemplates a single award, Indefinite Delivery/Indefinite Quantity (ID/IQ) contract with firm fixed price task orders with a five (5) year ordering period. The North American Classification Code is 722310, Food Service Contractors, with a small business size standard of $35.5M. Area of Consideration for this procurement will be Fort Benning, Georgia. Your response shall include the following information: 1) Name and address of company, 2) Point of contact with phone number and email address, 3) Size of Company and socio-economic program (i.e., 8(a), Hub zone, WOSB, SB, Veteran, SDB, Service Disabled Veteran Owned Small Business, all others). Relevant Past Performance on same/similar work dating back three (3) years in size, scope and complexity.
