Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is PR0040324784 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95. The associated North American Industrial Classification System (NAICS) code for this procurement is 811310 with a small business size standard of $7.50M. This requirement is unrestricted and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2017-07-14 14:30:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Wapato, WA 98951 The Bureau of Indian Affairs requires the following items, Purchase Description Determined by Line Item, to the following: LI 001: This is a Combined Synopsis/Solicitation for the Repair and Replacement of a failed hydraulic system in a Caterpillar D6XL dozer located in Wapato, Washington (Yakima County). There is no Statement of Work; this line item describes the requirement in full. The primary required tasks include: Step 1: Remove hydraulic pump; remove all valves, cylinders, hydraulic tank, and lines, flush and clean out hydraulic system. Step 2: Identify broken equipment, parts, and supplies necessary for repair and present in a list form to the Government Contracting Officer, including any freight charges, for Contracting Officer Approval. Step 3: Reassemble hydraulic pump, valves, cylinders, hydraulic tank, and lines. After reassembly is complete, test the hydraulic system to ensure it is working properly. The D6XL Dozer equipment to be repaired is currently located in Wapato, Washington (Yakima County) and the Government has the capability to move the equipment to the vendor's site of repair. SEE ATTACHED DOCUMENT, "EVALUATION OF QUOTES" FOR METHOD GOVERNMENT WILL USE TO EVALUATE QUOTES. NOTE: FAR Clause at 52.222-41, Service Contract Labor Standards, and FAR clause 52.222-49, Service Contract Labor Standards Place of Performance Unknown, shall apply to any award issued from this solicitation. Sellers shall refer to the attached wage determination for Yakima County, Washington, if the Seller s site of repair is located within Yakima County. If seller is proposing a site of repair outside of Yakima County, Seller is required to pay the Service Contract Act wage minimums for the applicable county and are also required to submit a request to the Contracting Officer for the applicable wage determination. The Contracting Officer will amend the solicitation with all applicable wage determinations no later than 3 pm Eastern time the following business day after the due date for wage determinations. Send wage determination requests to: Anita.MacAuley@bia.gov, with D6XL Dozer in the subject line and include the following information: name & physical address for the site of repair and the applicable county and labor category proposed. Requests for wage determinations are due no later than 3 pm ET on July 10, 2017., 1, LS; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, Bureau of Indian Affairs intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. Bureau of Indian Affairs is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com. Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. Vendors must represent their company to be a small business according to this business size definition. (a) This contract is subject to the Service Contract Labor Standards statute, and the place of performance was unknown when the solicitation was issued.
