THIS IS A PRESOLICITATION NOTICE ONLY. THIS IS NOT A REQUEST FOR OFFERS OR PROPOSALS. THIS IS A NOTICE FOR INTERESTED FIRMS OR CONTRACTORS TO ADVISE THEM OF THE UPCOMING SOLICITATION. THIS NOTICE DOES NOT REPRESENT A COMMITMENT BY THE GOVERNMENT TO ISSUE A SOLICITATION OR AWARD A CONTRACT. INFORMATION RECEIVED WILL BE USED TO DETERMINE THE AVAILABILITY OF TECHNICALLY CAPABLE AND OTHERWISE RESPONSIBLE FIRMS THAT WOULD BE INTERESTED IN SUBMITTING OFFERS FOR THIS ANTICIPATED SOLICITATION. The General Services Administration, Public Building Service is seeking sources capable of performing the installation of a New Fire Alarm and Sprinkler System in the U.S. Post Office & Courthouse, 500 State Line Ave, Texarkana, AR. This will be a Design Build Turn-Key project for services to install a wet pipe fire sprinkler system. The GSA FPE (Fire Protection Engineer) will provide the specification for both system FA & Sprinkler. The present Fire Alarm system (installed in 2016) is a Siemens XLS-IQ system and only Siemens equipment, appliances and panels are compatible and UL listed for the Siemens Fire Alarm system. As such, utilizing a different brand of Fire Alarm equipment would render the current FACP useless and be a substantial cost to the Government that would not be recovered through full and open completion. Due to the proprietary nature of the equipment, it is necessary to limit the procurement of this new system to authorized distributors of the Siemens Fire Alarm system. Additionally, any bidding contractor shall be licensed in the state of Arkansas. They shall also be an authorized distributor of the manufacturer in order to purchase components, obtain Siemens technical support and be able to program the system for all functions. The authorized Siemens contractor shall provide a complete and functional new Siemens, intelligent, addressable, voice fire alarm system throughout the building. All sprinkler work shall be in compliance with GSA Design Guide P-100 and NFPA 13 (2013 edition) requirements. The sprinkler system shall utilize quick response heads, white, located center of tile, excluding any sidewall, upright or detention style heads. The sprinkler system shall be designed using a minimum design area of 1,500SF and a water supply safety factor of 10%. All piping shall meet NFPA 13 and P-100 requirements. Fittings shall be cast iron or malleable threaded fittings. Threadable lightwall/thinwall pipe, Flex heads, Mechanical T's and double escutcheon heads shall not be used. All construction crews shall work directly under the supervision of their NICET Level IV technician/Forman. The estimated cost range for all work is between $1,000,000 and $5,000,000. This procurement will be open to all business types as a Full and Open Procurement under FAR Part 15. Work to be performed under the contemplated contract will be within the North American Industry Classification System (NAICS) Code 238220 with a size standard of $15 Million. All offerors are advised that this project may be revised or canceled at any time during the pre-solicitation synopsis, solicitation, selection, evaluation, negotiation, and final award. The solicitation will be available on or about July 19, 2017. It is anticipated that this project will take approximately 365 calendar days to complete. Any award resulting from this procurement will be based on a source selection employing a "Best Value Concept" methodology.
