- In accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to award a purchase order, on a sole source basis, to Princeton Research Instruments Inc. to purchase an Intensified Camera System. This is considered a sole source to Princeton Research Instruments Inc. because, to the best of the NETL's knowledge and based on market research conducted, Princeton Research Instruments Inc. is the only known source that can provide this Intensified Camera System. In addition, replacing this camera with another brand would have broad sweeping consequences with significant costs to the Government. This camera must be identical to an existing NETL owned Intensified Camera System in order to ensure complete compatibility. This camera will be coupled to the current Government-owned camera enabling (1) Laser induced ionization (photoionization) spectroscopy to determine the recombination rate coefficient for electrons and potassium ions. This second camera will enable two frames to be acquired at ns level timing intervals. A single camera is limited to a 500 ns interval frame to frame, which is too slow to obtain accurate recombination rates; (2) Two color Schlieren imaging to determine spatial distribution of electron density; and (3) Two color pyrometry to determine the temperature of remaining seed particles. Existing NETL software and hardware timing systems will be used to provide synchronization between the two cameras within 1 ns of each other. No known potential alternate sources exist which could satisfy NETL's requirement. This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 5:30 PM ET on July 20, 2017. Responses must be submitted in writing to kathleen.nedzesky@netl.doe.gov no later than the time and date noted above. Telephone responses and requests will not be received. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
