Draft SOW Data Coordination and Systems Management This is a Research and Development (R&D) Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform this potential requirement. Small Businesses are encouraged to respond. BACKGROUND - The National Institute on Aging (NIA) at the National Institutes of Health (NIH), U.S. Department of Health and Human Services (HHS), conducts and funds various longitudinal and clinical studies on aging that generate or have generated a collection of biological specimens (biospecimens) and related phenotypic and clinical data/resources pertaining to these research activities. The NIA's Division of Geriatrics and Clinical Gerontology is establishing the NIA Central Biorepository to provide a state-of-the-art inventory system for the storage and distribution of biospecimens and related data/resources. All of these activities are in support of future research initiatives. The collections of patient and control biospecimens and related data/resources from many different studies in a single repository is a valuable resource with which investigators can more rapidly validate clinical hypotheses and algorithms for clinical decision making. These collections considerably contribute to advancing the development of prognostics, markers, and therapeutics for conditions related to aging and to a better understanding of the aging process. The main purpose of this project is to provide data coordination and systems management for the NIA Central Biorepository. In this project, clinical data/resources are related to biospecimens including, but not limited to, serum, plasma, urine, genetic materials such as DNA, buccal cells, and Epstein-Barr virus cells and cell pellets. All of these, collected during the conduction of studies supported by NIA. The Data Coordination and Systems Management will serve as a data coordinating center to facilitate efficient distribution of data-related to biospecimens. As an archive and distributor of highly usable datasets, the Data Coordination and Systems Management also allows re-analysis of these data and, where relevant, of specific biospecimens, thus encouraging work by investigators at different levels of development, those proposing novel approaches, and others not included in the originally funded studies. The Contractors responsible for the NIA Central Biorepository Data Coordination and Systems Management and for the NIA Central Biorepository Biological Specimens Storage shall collaborate to develop tools to facilitate management and use of the NIA Central Biorepository resources. The information systems and database archiving tasks outlined in this statement of work (SOW) are highly technical, and require extensive experience. The data from each study represent the efforts of hundreds of investigators to improve the public health through biomedical research, and the voluntary participation of thousands of patients and family members. The data and samples also represent taxpayer funded work by NIH and it is important that these be made available to qualified researchers for the public benefit. The data cannot be replaced without great expense and effort, and, therefore, it is essential that they be protected from loss, damage, or misuse. PURPOSE AND OBJECTIVES - The main objective of this requirement is to establish the NIA Central Biorepository Data Coordination and Systems Management component to accomplish the following in a highly efficient, rapid, secure, and cost-effective manner: • Planning and logistics to ensure provision of a technical and administrative infrastructure that supports efficient planning, initiation, implementation, and management of the NIA Central Biorepository activities. • Assure data integrity while acquiring, storing and distributing scientifically valuable human data related to biospecimens from NIA-funded studies. • Test the validity of electronic databases from completed or ongoing studies, and maintain the stored databases. • Curate data to derive study metadata and descriptive variables that permit Web-based searches of the entire inventory using keywords and other features of biospecimens or samples and datasets. • Carry out activities to support cross-listing of sample inventory with other national and international sample catalogues, when applicable or upon request. • Provide guidance, if needed, to investigators transferring their data to the NIA Central Biorepository by setting up labeling systems to cross-reference samples and associated data. • Develop and maintain a secure website for the NIA Central Biorepository, which shall include an online process for the submission and review of research applications requesting biospecimens and related data/resources, as well as submission of applications for inclusion of new collections in the NIA Central Biorepository. • Maintain a searchable, up-to-date central inventory of samples/data kept at the NIA Central Biorepository and provide inventory reporting structures for individual studies. • Create and maintain a searchable inventory of informed consents associated with each sample or study, if needed or as directed by the NIA Contracting Officer's Representative (COR). • Provide timely and informative analyses of databases in response to researcher inquiries about availability of appropriate samples and data. • Provide a system for requesting databases and/or samples, and or distribution of databases and/or stored samples to investigators granted access by the NIA COR. • Provide and implement Quality Assurance/Quality Control Programs or Systems for prospective evaluation of short and long-term data coordination and systems management. • Support the work of the NIA Central Biorepository Steering Committee (SC) and the Scientific Review Committees (SRC). PROJECT REQUIREMENTS - See attached draft Statement of Work for specific work to be performed. ANTICIPATED PERIOD OF PERFORMANCE - The anticipated period of performance is for a one (1) year base period plus four (4) 12-month option periods. The anticipated time frame for award is on/about July 2018. OTHER IMPORTANT CONSIDERATIONS - The North American Industry Classification System (NAICS) Code 541990 with a size standard of $15 million is being contemplated. CAPABILITY STATEMENT/INFORMATION SOUGHT - Respondents to this notice must provide, as part of their responses, a capability statement to include the following: (1) information regarding the respondents' (a) staff expertise, including their availability, experience, and formal and other training; (b) current in-house capability and capacity to perform the work; (c) prior completed projects of similar nature; (d) corporate experience and management capability; and, (e) examples of prior completed Government contracts, references, and other related information; (2) respondents' DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HUBZone, etc.) pursuant to the applicable NAICS code; and, (4) any other information that may be helpful in developing or finalizing the OPDIV's acquisition requirement. INFORMATION SUBMISSION INSTRUCTIONS - Respondents should provide responses accordingly: (1) submit information both electronically and by mail. No telephone or facsimile responses will be accepted; (2) format capability statements using Microsoft Word or Adobe PDF including attachments, resumes, charts, etc. Use single space, 12 font minimum and 8 ½ x 11 size paper; (3) organize material in such a manner that clearly identifies and address capability requirements and provide an executive summary; (4) capability statement should not exceed ten (10) single sided pages including references; (5) respondents must send two original copies via mail and one electronic copy via email; (6) RESPONSES SHOULD BE RECEIVED NO LATER THAN 4:00 PM LOCAL TIME ON JULY 21, 2017; (7) include respondents' technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses; and (8) send responses to this notice via email to Fred.Ettehadieh@nih.gov.
