Description
Draft SOW Biological Specimens Storage This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. BACKGROUND - The National Institute on Aging (NIA) at the National Institutes of Health (NIH), U.S. Department of Health and Human Services (HHS), conducts and funds various longitudinal and clinical studies on aging that generate or have generated a collection of biological specimens (biospecimens) and related phenotypic and clinical data/resources pertaining to these research activities. The NIA's Division of Geriatrics and Clinical Gerontology is establishing the NIA Central Biorepository to provide a state-of-the-art inventory system for the storage and distribution of biospecimens and related resources. All of these activities are in support of future research initiatives. The collection of patient and control biospecimens from many different studies in a single repository is a valuable resource with which researchers can more rapidly validate clinical hypotheses and algorithms for clinical decision making. These collections will considerably contribute to advancing the development of prognostics, markers, and therapeutics for conditions related to aging and to a better understanding of the aging process. Biospecimens are generally received as bulk relocations at the end of a study, but partial relocations or some intermittent shipping from potential ongoing studies may occur. The total estimated amount of biospecimens involved in this requirement is approximately 1,739,255 including: serum (400,102); plasma (138,161); urine (1,166,623); genetic materials such as DNA (9,905), buccal cells (1,912), and Epstein Barr virus cells and cell pellets (22,552). All of these collected during the conduction of studies supported by NIA. The biospecimens to be stored in the NIA Central Biorepository were collected over many years from studies that carefully selected subjects and are available in a finite quantity. Each biospecimen is unique and cannot be replaced if lost, damaged, or contaminated. It is very important that these biospecimens be stored under optimal conditions, which vary from type to type of biospecimen. The Contractors responsible for the NIA Central Biorepository Biological Specimens Storage and for the NIA Central Biorepository Data Coordination and Systems Management shall collaborate to develop tools to facilitate management and use of the NIA Central Biorepository resources. PURPOSE AND OBJECTIVES - The main objective of this requirement is to establish the NIA Central Biorepository Biologic Specimens Storage component to accomplish the following in a highly efficient, rapid, secure, and cost-effective manner: •Planning and logistics to ensure provision of a technical and administrative infrastructure that supports efficient planning, initiation, implementation, and management of the NIA Central Biorepository activities. •Securing, receiving, cataloging, processing, storing, and disbursing human biological specimens from NIA-sponsored studies or studies approved to have their biospecimens and related data/resources included in the NIA Central Biorepository. •Providing adequate cold storage facilities and equipment for securing, cataloging, processing, storing, and disbursing biospecimens following Biospecimen Repository Best Practices as defined by the International Society of Biological and Experimental Repositories-ISBER http://www.isber.org/ibc.html. Other examples of biorepositories best practices include those from the National Cancer Institute (NCI), available at https://biospecimens.cancer.gov/bestpractices/. •Providing a secure back-up system and a plan for disaster recovery. •Developing, performing, and maintaining Quality Assurance/Quality Control (QA/QC) Systems for the facility, operations, stored specimens, shipping materials, and personnel in accordance with all applicable Federal, State, and local regulations. •Providing a web-based computerized inventory/tracking database for the biospecimens management to support the NIA Central Biorepository functions. • Developing and implementing a transition plan that includes budget to ensure proper documentation of stored biospecimens at the conclusion of the performance period or upon request by the NIA COR. PROJECT REQUIREMENTS - See attached draft Statement of Work for specific work to be performed. ANTICIPATED PERIOD OF PERFORMANCE - The anticipated period of performance is for a one (1) year base period plus four (4) 12-month option periods. The anticipated time frame for award is on/about July 2018. OTHER IMPORTANT CONSIDERATIONS - The North American Industry Classification System (NAICS) Code 541990 with a size standard of $15 million is being contemplated. CAPABILITY STATEMENT/INFORMATION SOUGHT - Respondents to this notice must provide, as part of their responses, a capability statement to include the following: (1) information regarding the respondents' (a) staff expertise, including their availability, experience, and formal and other training; (b) current in-house capability and capacity to perform the work; (c) prior completed projects of similar nature; (d) corporate experience and management capability; and, (e) examples of prior completed Government contracts, references, and other related information; (2) respondents' DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HUBZone, etc.) pursuant to the applicable NAICS code; and, (4) any other information that may be helpful in developing or finalizing the OPDIV's acquisition requirement. INFORMATION SUBMISSION INSTRUCTIONS - Respondents should provide responses accordingly: (1) submit information both electronically and by mail. No telephone or facsimile responses will be accepted; (2) format capability statements using Microsoft Word or Adobe PDF including attachments, resumes, charts, etc. Use single space, 12 font minimum and 8 ½ x 11 size paper; (3) organize material in such a manner that clearly identifies and address capability requirements and provide an executive summary; (4) capability statement should not exceed ten (10) single sided pages including references; (5) respondents must send two original copies via mail and one electronic copy via email; (6) RESPONSES SHOULD BE RECEIVED NO LATER THAN 4:00 PM LOCAL TIME ON JULY 21, 2017; (7) include respondents' technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses; and (8) send responses to this notice via email to Fred.Ettehadieh@nih.gov.
