- Description
- The General Services Administration (GSA) is conducting market research for the Air Force Institute of Technology (AFIT) Educational Support Services (Better Business Workshop) effort. The Government intends to issue a sole source contract to the University of Tennessee (UT) for one year and compete the effort for a long-term solution after the one-year performance period expires. The Government intends to use the sole source authority at FAR 6.302-1(a)(2)(iii) for the short-term follow-on contract. CONTRACTING OFFICE ADDRESS: GSA Acquisition Operations Division (5QZA) 1734 Corporate Crossing Suite 2 O'Fallon, IL 62269 INTRODUCTION: This is a SOURCES SOUGHT NOTICE to determine the availability and technical capability of industry partners capable of meeting the Government's initial requirements to begin no later than 30 Sep 17 and continuing for one year. Separate market research will be conducted for the long-term effort. Under the contemplated contract, UT will provide on-site instruction and educational support services for the AFIT School of Systems and Logistics to assist Government acquisition personnel in effectively working with their industry partners and negotiating better business deals in support of the Air Force mission. UT shall deliver/teach an existing, four-day Air Force workshop called "Better Business Deals (BBD)." The workshop addresses topics and objectives listed in the PWS as well as pertinent and related current and emerging issues affecting DOD and Government business, with particular focus on Air Force acquisition programs. UT shall maintain an awareness of current Air Force and DOD acquisition topics and issues by periodically reviewing the GAO website for current GAO reports, along with aerospace and defense-related trade journals to integrate current topics/issues that are relevant to the workshop learning objectives into the workshop as appropriate. In addition, UT must ensure that all financial statements and information from publicly-traded defense contractors used within the workshop are current as of the date of the workshop. It does not constitute a solicitation and shall not be construed as a commitment by the Government. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents to this technical description is strictly voluntary. REQUIRED CAPABILITIES: A request for quotation is expected to be issued in August 2017. Anticipated award date is no later than 30 Sep 17. The Government believes that UT is the only company capable of fully meeting the Government's requirements on day one (no later than 30 Sep 17) without resulting in a substantial duplication of cost to the Government that is not expected to be recovered through competition or unacceptable delays in fulfilling the agency requirements. However, any company that believes they can provide the required services may submit a capability package no later than Monday 17 Jul 17 at 10:00AM Central Time to the following email addresses: jacqueline.mcglone@gsa.gov and robin.swaney@gsa.gov. SUBMISSION DETAILS: Companies submitting capability statements should include the following information: 1)Business name and address; 2)Name of company representative and their business title; 3)Type of Business (Small/Large); 4)Cage Code; 5)Detailed information addressing how they plan to meet the requirements stated above beginning no later than 30 Sep 17. 6)Information on any Contracting Vehicles this service could be provided under; 7)Past Performance Information on similar requirements Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All Government and contractor personal reviewing sources sought responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described in 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.
