Quotation Instructions and Evaluation Criteria Solicitation - SB134117RQ0664 THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVLAUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A SEPARATE WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THE SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-95. This requirement is 100% small business set-aside. The associated North American Industrial Classification System (NAICS) code for this procurement is 541512, Computer Systems Design Services. The small business size standard is $27.5M. This acquisition is conducted under FAR 13.106 under simplified acquisition procedures. BACKGROUND INFORMATION The Advanced Network Technology Division (ANTD) at the National Institute of Standards and Technology (NIST) is currently working on developing a wireless network for wide area measurement in power grid monitoring systems. So far, much of our effort has been concentrated on implementing a combined grid-communication network testbed based on an emulation platform using sensory devices, including commercial Phasor Measurement Units (PMUs), at the application layer. The next step is to extend the testbed by developing a wireless network infrastructure that is based on emerging wireless access technologies, such as Narrow-Band Internet of Things (NB-IoT) and IEEE 802.11ah. The main objective is to implement an Machine to Machine (M2M) communication network that can support wide ranging sensory data. Please see the attached Statement of Work (SOW) for more details. APPLICABLE ATTACHMENT Attached to this solicitation is the following: • Attachment I - Internet of Things (IoT) based M2M Network Testbed Implementation SOW(SF-1449) • Attachment II - Quotation Instructions and Evaluation Criteria 1352.215-73 INQUIRIES (APR 2010): Offerors must submit all questions concerning this solicitation in writing electronically to hnw6@nist.gov. Questions must be received no later than 3 business days after the issuance date of this solicitation. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract. (End of Provision) 1. This is an open-market combined synopsis/solicitation. The Government intends to award a Purchase Order as a result of this combined synopsis/solicitation that will include the terms and conditions that are set forth herein. In order to facilitate the award process, ALL quotations shall include a statement regarding the terms and conditions herein as follows: a. The offeror shall state "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition." OR b. The offeror shall state "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:..." Offeror shall list exception(s) and rationale for the exception(s) 2. The DUNS # for the offeror's active System for Award Management (SAM) registration. Offeror(s) must have an active registration at www.SAM.Gov to be considered for award. DUE DATE FOR QUOTATIONS Quotations shall be submitted by e-mail to hnw6@nist.gov no later than 11:00 AM EDT, July 18, 2017. Quotations received after this date/time will not be considered for award. It is the offeror's responsibility to ensure delivery of the quotation is on time and to confirm receipt of quotation delivery date and time. Quotations shall remain valid for a minimum of 60 days from the date of receipt.
