- Background: The Defense Threat Reduction Agency (DTRA), Research and Development, Chemical and Biological Technologies, J9CB, is seeking information from respondents who possess the capability to maintain and enhance the existing DTRA Biosurveillance Ecosystem (BSVE), or a demonstrated BSVE equivalent, to provide a chemical and biological defense platform which rapidly integrates multiple data sources (static and dynamic), tools, algorithms, and services to demonstrate their utility in chemical or biological defense. The BSVE is a Government owned, cloud-based, unclassified platform which provides a collaborative, open source, user-friendly, and economically sustainable solution to facilitate rapid and better situational awareness across a wide variety of users, disciplines, and geographic locations through the use of unique data sources, collaborative tools, and analytics. At the highest level the BSVE Platform is a collection of Services. These Services provide a mechanism for delivery of the BSVE Platform-As-A-Service over the internet. Higher order services attempt to progressively layer and abstract the complexities of the BSVE platform underneath them. The BSVE also is a collection of Frameworks. Frameworks are provided to the developers as a packaged collection of code libraries and utilities that wrap the platform services. They form the foundation upon which the BSV developer can build their own apps and integrate them into the BSVE App Store, Data Sources, Analytics and the Analyst Workbench making them available to the BSVE users. A PDF document providing more information on the current BSVE structure has been attached to this notice. This notice seeks information regardingcapabilities for the maintenance of the BSVE functionality and capabilities as well as the enhancement of the BSVE to support the ingestion, storage, integration and interaction of a broad range of chemical and biological data sources (static and dynamic), tools, algorithms, and services analytics to effectively and efficiently demonstrate their utility in chemical or biological defense. While DTRA J9CB would consider capabilities related to a system other than the current BSVE, respondents must outline specifically how the alternate system is equivalent to the current BSVE. Response Instructions: Respondents shall address their capabilities and contemplated technical approach relative to the information described below (and any additional information the respondent should deem appropriate) via a Capabilities/Technical Approach Statement (five-page limit) in Microsoft Word format and a Skill Matrix (one-page limit) in Microsoft Excel format.: 1) Provide users and developers support and ongoing software maintenance. a. Address and resolve emergent issues with the platform b. Develop approach to regularly consolidate and update technical documentation and interactive help files for the platform as a whole, to include all community developed analytics to ensure help files are current and reflect all improvements c. Facilitate and support regular software integration as disparate software deliveries are made by community members d. Ensure community members comply with a Software Development Kit e. Work with the community members to evaluate interaction between delivered analytics and other software components and data 2) Optimize the current framework. a. Mature and expand data ingestion pipelines b. Mature and expand data store to serve across multiple software environments c. Mature and expand the multitenancy model d. Reduce cloud-based maintenance and management costs cloud-based e. Ensure platform is FedRAMP compliant for DoD Information Impact Level 2 f. Produce all artifacts necessary to obtain an ATO from the cognizant DoD Chief Information Officer 3) Develop the next-generation Software Development Kit (SDK). This packaged collection of code libraries and utilities wrap the platform services. The SDK forms the foundation upon which the community can build their own applications and integrate them into the platform. a. Support Graph based data stores b. Provide a location service c. Provide tools for archiving, managing, integrating, querying, retrieving, exchanging, and visualizing large data sets 4) Enhance and expand the platform to support a changing threat environment, including leveraging improvements in computational capabilities and respond to evolving threat environment resulting in a need for new data sources and analytics. 5) Support continued and ongoing verification, validation, and accreditation efforts. a. Perform continuous verification and validation of analytics and document in test result reports and technical manuals. b. Support DTRA accreditation efforts, including working with independent reviewers to address identified questions and concerns regarding platform security and performance c. Develop automated test suites to support continuous verification and validation during the platform integration process Respondents shall ensure that any submitted response specifically documents their approach for providing all of the above services without recurring license fees, as well as their approach for navigating any required approvals by the cognizant DoD Chief Information Officer (i.e., FedRAMP certification, Authority to Operate, etc.). All submitted information shall be UNCLASSIFIED; do not submit any CLASSIFIED information in response to this notice. In addition, respondents shall include their name, address, CAGE code, DUNS, and company size standard under the 541511, 541714, and 541715 NAICS codes. The information shall be submitted via e-mail to christopher.m.kiley.civ@mail.mil and brian.d.nuckols.civ@mail.mil. Hard copy submissions will not be accepted. Submissions shall be submitted by no later than 2:00 pm local Ft. Belvoir time on August 7, 2017. While DTRA J9CB will accept questions, they will be used solely as a means for informing any potential future actions relative to this topic, and responses will not be provided.
