Description
Statement of Work This is not a Request for Quotes - This is a sources sought notice (SSN) to locate small business concerns that can provide the services outlined in the attached statement of work; information submitted will be used for Market Research Purposes only. The U.S. Food and Drug Administration's (FDA), Office of Acquisitions and Grants Services (OAGS), is conducting market research for a procurement of a training seminar for Verification and Validation in Scientific Computing (2 Day Seminar). This training seminar is being pursued because our laboratory has more than two dozen research projects that involve modeling and simulation. Additionally, over the last six years, the Regulatory Review of Computational Modeling working has developed two guidance documents on computational modeling for regulatory submissions: (i) Reporting of Computational Modeling Studies (that was final in Sept 2016) and (ii) Assessing the Predictive Capability of Computational Modeling (draft to be published in Sept 2017). The latter is a framework for determining the level of rigor of the verification and validation activities needed to support using a computational model to make regulatory decisions. This rigor includes the complex methodologies of uncertainty quantification. Therefore, in order for the scientists to include this level of rigor, as appropriate, in their research projects, and for them to review these reports provided by industry and to provide expert consulting on the subject, they need to be trained on this complex subject. This training will ensure the scientists are up-to date on the current thinking regarding verification, validation and uncertainty quantification. Responses to this SSN will be utilized for a potential solicitation for a single award purchase order for a training seminar covering Code Verification, Calculation Verification, Validation Experiments, Validation Metrics, Sensitivity Analysis, and Uncertainty Quantification. The anticipated NAICS code for this requirement is 611430 Professional and Management Development Training, with a size standard of $11.0 million. See attached DRAFT Statement of Work (DSOW), which is subject to change. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for quotes; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred.
