- Background: NAMRU-6 is seeking to purchase one (03) Film Array instruments for the Study "Epidemiology of Acute Respiratory and Diarrheal Illness and Health-Related Quality of Life in US Military Population during and after Deployment in Latin America" Place of Performance: NAMRU-6 - Lima Peru If capable sources are not identified through this notice, then NAMRU 6 intends to award a sole source contract under the authority of FAR 13.106-1(b)(i) to Biofire Defense, LLC, for the requirements of NAMRU-6. The FilmArray requires a bare minimum of sample processing and thus samples can be run without difficulty. All of these capabilities are unique to the FilmArray. The FilmArray is also a program of record for the US Military and is the Next Generation Diagnostic System that will be deployed throughout DoD medical treatment and research institutions. Biofire Defense is the manufacturer and only supplier for the FilmArray and its supplies. These kits are the only FDA-approved test that can detect both viral and bacterial causes of respiratory infection from a single sample. The respiratory panels are FDA-approved and test for 17 viruses and 3 bacteria; GI panels can detect 22 gastrointestinal pathogens, all of which are requirements of ongoing NAMRU-6 studies. This pre-solicitation is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract. Capability statements are due by 12:00 PM Local Time, July 22th, 2017.
