- Technical Requirements Document Solicitation DLA Aberdeen anticipates issuance of a Request for Proposal (RFP) on or about June 26, 2017, for NSN: 5965-01-549-6390, Handset. This spare is used in various Army radios, most notably the Single Channel Ground and Airborne Radio System (SINCGARS), a very high frequency radio that provides voice and data communication for ground vehicles. The Government owns the technical data package (TDP) for this NSN and will be attached to the solicitation. An Indefinite Delivery Indefinite Quantity (IDIQ) contract with one five-year base period and no option periods will be awarded. The NAICS code for this item is 334310. The RFP will be issued using full and open competition after exclusion of sources. Furthermore, based on market research, the Government will use the policies contained in FAR Part 15, Contracting by Negotiations. This procurement is a 100% Small Business Set-Aside. The Estimated Value for the contract is $13,500,000.00. This estimate is provided for planning purposes only and does not represent a guarantee by the Government. A guaranteed minimum will be provided for year one (1) of the contract only and will be issued with the first delivery order. Delivery is to the DLA Distribution Facility in New Cumberland, PA (W25G1U). The Government's required rate of delivery is up to 10,000 per month. This synopsis is provided for informational purposes and is not to be considered an RFP. However, all responsible sources may submit a proposal upon release of the RFP, which shall be considered by the agency. One or more of the items under this acquisition is subject to Free Trade Agreements. This solicitation will be available ONLY via the Internet for viewing and downloading on the Federal BusinessOpportunities (FBO) website at the following address: https://www.fbo.gov.
