- Combined synopsis/solicitation for RFP 2017-N-66811 This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this requirement is 2017-N-66811 and is hereby issued as a Request for Proposal (RFP). The Centers for Disease Control and Prevention (CDC), National Institute for Occupational Health (NIOSH), Health Effects Laboratory Division (HELD) seeks to obtain a contractor to identify and compare pathway-based gene signatures from in vitro and in vivo printer-emitted engineered nanoparticles (PEP)-induced genome-wide mRNA expression profiles and evaluate the identified PEP-induced gene signatures as predictive indicators of pulmonary and cardiovascular damage for risk surveillance The contractor shall provide all labor, equipment, materials, and supplies necessary to perform this work. OFFERORS ARE ADVISED AN AWARD MAY BE MADE WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Offerors should not assume they will be contacted, or afforded the opportunity to qualify, discuss, or revise their proposals. Therefore, the initial proposal should contain the best terms from a technical and price standpoint. All proposals must include the full name, address, and DUNS number of the business or organization to be named on the purchase order as well as the full name, phone number, and email address of the person who can accept the final purchase order. THIS IS A FULL AND OPEN COMPETITION. The North American Classification System (NAICS) code for this procurement is 541713 with a small business size standard of 1000 employees. The Offeror must have an active registration with the System for Account Management (SAM) prior to award of the purchase order in accordance with FAR Clause 52.204-7. Technical and pricing proposals are due on 07/25/2017, by 11:00 AM Eastern Time and must be sent via email to the attention of Florence Black, fpblack@cdc.gov, with a copy to Eric Sullivan, esullivan2@cdc.gov. The Offeror must cite RFP Number 2017-N- 66811 in the email subject line. After evaluation of all proposals, the government intends to award to the lowest priced technically acceptable offer. Award will be via fixed price purchase order as the independent government estimate for this effort is less than the simplified acquisition threshold. Questions may be submitted via email to fpblack@cdc.gov, with a copy to esullivan2@cdc.gov, before 11:00 AM on 07/14/2017. RFP 2017-N- 66811 is attached to this announcement, and offerors are cautioned to read all information and follow all instructions contained in the RFP. Failure to submit all required documentation/information may result in a proposal being ineligible for award.
