The U.S. Army Contracting Command-New Jersey-Emerging Technologies Contracting Center, Benet Laboratories is seeking sources (contractors/vendors) on behalf of the Manufacturing and Industrial Base Policy (MIBP) office in the office of the Under Secretary of Defense for Acquisition, Technology and Logistics to produce Ammonium Perchlorate (AP), and its pre-cursor, Sodium Perchlorate. This could include establishing new capability with an estimated yearly capacity of four million pounds of AP per year, and/or modifying existing capability to better meet current and future capacity requirements of 6-10 million pounds of AP per year. The intent of this sources sought research is to identify potential commercial industry companies specializing and having experience in this field. The appropriate North American Industry Classification System (NAICS) identifiers include: 325180 Other Basic Inorganic Chemical Manufacturing. This sources sought requests information about price, schedule, delivery, other market information, or capabilities for planning purposes related to developing or modifying the domestic capability to manufacture AP for use by the DoD. REQUIRED RESPONSES: 10 pages maximum 30 days for responses IMPLEMENTATION CONCEPT: Discuss an initial implementation concept to assist reviewers in better understanding of the execution framework. Technical approach. State recommended technical objectives and outline the technical approach. Describe what work and investments would be necessary to implement or modify the production capacity. Identify needed major equipment purchases or upgrades to existing equipment. Include a time-phased plan for major elements of the approach to reflect the stages needed to meet the capacity requirements stated above. Cost/Funding Estimates. Provide a top-level breakdown of estimated project costs. Identify recommended type of investments needed, e.g., research and development, production scale-up, engineering costs, equipment purchase costs, business development costs, process optimization, and samples, etc. to build up to and meet the capacity requirements stated above. Cost Share. Estimate the amount of cost share investment industry would be likely to make in this project. The extent of cost sharing between the Government and project contractor is considered very important. It indicates industry understands that government investments will position a domestic firm to make substantial returns after the government investments cease, and it also indicates industry's commitment to being a long term supplier to the Department of Defense and other government customers. All proprietary information provided must be marked as such. Offerors are advised that employees of commercial firms under contract to the Government may be used to administratively process capability statements, or perform other administrative duties requiring access to other firms' proprietary information. These support contracts include nondisclosure agreements prohibiting their contractor employees from disclosing any information submitted by other contractors or using such information for any purpose other than that for which it was furnished. Any email or written communication and/or discussions or meetings shall be submitted to the Contracting Official(s). All communication shall stop at the close of the sources sought deadline period. If any information is sought from the government by any vendor during the sources sought period, that information will be provided to all through protocols established by the Contracting Officer. Sources interested in proposing potential solutions shall submit a Capabilities Statement not to exceed 10 pages in length. Contractor format is acceptable. Capabilities Statement shall include: 1. Description of company capabilities, staff engineering and technical experience, summary history of contracts for similar modernization and/or construction efforts (to include size and complexity), and schedules with costs. The Capabilities Statement shall also include a preliminary engineering and technical description of concepts, a potential schedule, maintenance plan options, and estimated rough order of magnitude (ROM) total cost. This information will help the Government form its acquisition strategy. 2. Contractor points of contact (POCs) with email and phone number for further joint inquiry should more information be desired. Name and address of firm, and Central Contractor Registration CAGE (Commercial and Government) Code. This effort is considered unclassified so no security clearance is required. 3. Statement as to whether or not your company is considered a small or large business. Please also indicate any socioeconomic classification under 8a - Small Disadvantaged Business (SDB), Woman-Owned Small Business Historically Underutilized Business Zone (HUBZone), Veteran-Owned Small Business, Service-Disabled Veteran-Owned Small Business, and others that apply.
